The Directorate General of Shipping (DGS), under the Ministry of Ports, Shipping and Waterways, Government of India, is leading the Government’s participation at “MILAAP – ITF Seafarers Expo 2026”, a three-day international seafarers’ welfare and outreach event being held at Princess Dock, Mumbai, from 29 to 31 January 2026.
Organised by the International Transport Workers’ Federation (ITF) in association with its Indian affiliates, the Expo brings together global maritime leadership, trade unions, welfare organisations and thousands of Indian seafarers and their families on a single platform.
The event is being inaugurated in the distinguished presence of Shri Sameer Kumar Khare, IAS (Retd.), Chairman, National Shipping Board, as Chief Guest, and Shri Shyam Jagannathan, IAS, Director General of Shipping, as Guest of Honour. The gathering also includes eminent international and national leaders such as Mr Stephen Cotton, General Secretary, ITF, senior representatives from the International Labour Organisation (ILO), and leadership from the National Union of Seafarers of India (NUSI) and the Maritime Union of India (MUI).
As India’s apex maritime administration and the principal authority for seafarers, DGS has set up two dedicated pavilions at the Expo.

• Wellbeing, Recognition and Engagement Pavilion
Through these pavilions, DGS is providing on-the-spot assistance related to Seamen’s Provident Fund Organisation (SPFO), Seafarers Welfare Fund Society (SWFS) schemes, seafarer documentation, grievance redressal, mental health and wellness support, and recognition of seafarers’ contributions under initiatives such as “Sagar Mein Yog” and “Sagar Mein Samman.”
The Expo features expert-led technical and welfare sessions on critical issues including criminalisation and fair treatment of seafarers, ethical recruitment and “know your rights” awareness, abandonment cases, understanding the Maritime Labour Convention (MLC), and health and wellbeing.
Key sessions are being delivered by senior DGS officers and maritime experts, including Capt. Nitin Mukesh, Deputy Nautical Adviser-cum-Sr. DDG (Tech.), Capt. P.C. Meena, Capt. Harinder Singh, Capt. Ravi Singh Sikarwar, Capt. Bipin Kumar, along with specialists from ITF, ILO and leading maritime unions.
In addition to policy and technical deliberations, the event includes interactive engagements, counselling services, quizzes and family-oriented activities, making it one of the largest and most comprehensive seafarer-centric outreach initiatives in India.
By partnering with ITF and both global and national maritime unions, the Directorate General of Shipping aims to strengthen awareness of seafarers’ rights and welfare entitlements, deliver practical assistance at the grassroots level, and reinforce trust between the maritime administration and India’s vast seafaring community.
MILAAP–ITF Seafarers Expo 2026 is expected to witness significant participation from Indian seafarers, their families, unions, welfare bodies and maritime industry stakeholders over the three-day event.

In a serious crackdown on maritime fraud, the Directorate General of Shipping (DGS), Government of India, has officially flagged “Delhi Maritime Academy, Kalkaji (NDIIIT Campus)” as an ILLEGAL and UNAUTHORISED training institute falsely claiming DG Shipping approval.

🚔 DG Shipping has formally requested Delhi Police to initiate immediate legal action, warning that such fraudulent academies have previously pushed Indian youth abroad on fake certificates—often ending in detention, imprisonment, and ruined careers.

The Directorate General of Shipping (DG Shipping) successfully inaugurated the PRANAAM Seafarers Assistance Counter on Wednesday, 21 January 2026, at Chhatrapati Shivaji Maharaj International Airport (CSMIA), Terminal 1, Mumbai, marking a significant milestone in strengthening welfare and facilitation services for Indian seafarers.
The newly launched counter is a dedicated facilitation mechanism designed to provide timely assistance, guidance, and support services to seafarers transiting through one of India’s busiest international aviation hubs. The initiative reflects DG Shipping’s continued commitment to enhancing operational ease and well-being for the maritime workforce.
The programme commenced with the welcome of dignitaries and invited guests, followed by a formal opening and a welcome address outlining the vision, objectives, and significance of the PRANAAM (Proactive Responsive Assistance for Maritime Nationals) initiative. The address highlighted the role of the counter as a single-point support system to assist seafarers with travel-related facilitation and coordination at the airport.
The PRANAAM Seafarers Assistance Counter was formally inaugurated thereafter, symbolising a collaborative effort among key stakeholders to ensure smoother transit and institutional support for Indian seafarers. A detailed presentation on the scope, functions, and operational framework of the counter was made by Capt. Nitin Mukesh, Dy. DG-cum-Dy. Nautical Advisor, Directorate General of Shipping, highlighting how the initiative will address real-time challenges faced by seafarers during embarkation and disembarkation.
The event was graced by the Chief Guest, Shri Sushil Mansingh Khopade, IPS, Additional Director General of Shipping, who, in his address, emphasised the importance of structured institutional support mechanisms for seafarers and reaffirmed DG Shipping’s commitment to maritime welfare initiatives.
The Guests of Honour, Shri Andrew Watt, Regional Manager – Home Office International Operations, British High Commission, and Shri Hitarth Mankodi, Chief Operating Officer, CSMIA, also addressed the gathering, sharing their perspectives on international cooperation, airport facilitation, and the importance of seamless support systems for seafarers.
A highlight of the ceremony was the Guard of Honour presented by candidates of SCI Maritime Training Institute (MTI), Powai, accompanied by a band. The ceremonial tribute showcased the candidates’ discipline, training standards, and adherence to maritime traditions, adding dignity and pride to the occasion.
The programme concluded with the presentation of mementos to the dignitaries, followed by a vote of thanks and stakeholder interaction session, allowing meaningful engagement among stakeholders. The event concluded with refreshments and informal interactions.

A distress call has been raised by the crew of MT Nirvana, currently stranded at Bhavnagar anchorage, citing extreme mental fatigue, blackout conditions, and unpaid wages since March 2025. The vessel, reportedly under arrest over a dispute between the current and previous manning companies, is operating under sanctions that were not disclosed to the crew prior to joining.
The crew, which joined on 14 October 2024 via Willmar Shipping Solutions (RPSL MUM161976) and ARI Star Ship Management (RPSL CHN162217), has alleged gross negligence by the owners and manning agents. Officers and engineers on board have long completed their contracts, yet sign-off is being refused.
> "All we want is our salary and sign-off. We are all tired, fatigued, mentally stressed and on the brink of going insane," says a desperate plea from onboard.

Sea and Coast demands that the Ministry of Ports, Shipping and Waterways, DG Shipping, and the Gujarat Maritime Board intervene without delay.
