Take a look at bed capacity at Level 5 hospitals.

Garissa County hospital needs 500 beds. It has 300. Shortage is 200.

Mbagathi County hospital needs 500. It has 325.

Samburu Teaching and Referral Hospital needs 500. It has 143.

Shortage is 357.

Collectively, these county hospitals have about 50% less beds than they need, to serve citizens.

Now, look the second attachment.

Nairobi has received KSH 185 billion in transfers from Kenyans in 11 years of devolution.

For every shilling Nairobi County has received, it has spent 51% of it on salaries for the 0.3% of Nairobians in government.

That alone, has robbed citizens KSH 46.8 billion using this salary heist gimmick - money that would have been used to acquire beds.

KSH 46.8 billion!

It has wasted KJSH 7.7 billion on 100% wasteful travel. During this period.

Samburu has a 72% poverty rate. Despite KSH 51.2 billion inn transfers in 11 years of devolution.

@SamburuCountyKE spends over KSH 400 million a year traveling across the globe.

@Meru_county has a 34% poverty rate, despite KSH 93.4 billion in transfers in 11 years of devolution.

Spends KSH 500 million traveling across the globe for nonsense.

But from this KSH 93.4 billion, could not find enough money to buy 161 beds to serve citizens.

Change, Must Come.

My fellow Kenyans,

In keeping with my efforts to bring a accountability to government, I bring you my review of the County of Homa Bay.

The current Governor is @gladyswanga

As I tell you all the time, the purpose of these analyses is to answer this quintessential question:

Who is the government serving?

You, or, those in and around government.

Keep that in mind as you digest these findings.

Let’s put some numbers on the table as reference points.

1.4 million. This is the population of the county of Homa Bay.

KSH 12 billion. This is the annual budget of the County of Homa Bay.

3.0%. This is the maximum amount that the County of Homa Bay has been able to raise locally. That means that 97% of the budget comes from outside the county.

KSH 78.3 billion. Since devolution, the County of Homa Bay has received KSH 78.3 billion in transfers from outside the county. From Kenyans across the country.

30%. Close to 1 in 3 citizens in Homa Bay County are poor. Cannot afford three meals in a day.

54. This is the number of MCAs in the county. One MCA, for every 25,000 people.

Now that we have our reference points, lets take a take a look at what your money has done in 11 years of devolution.

Recall that the county has received KSH 78.3 billion from across the country, because, it can only raise annually about KSH 400 million at most. That is only 3% of the annual budget.

In these 11 years, the county has actually spent KSH 79.5 billion.

Please refer to the first attachment here because many of the numbers I discuss are listed there.

So, KSH 80 billion – and, the county has a 30% poverty rate.

Not Mandera or Turkana, but still. 1 in 3 people are poor.

So, where the heck does the money go?

Let me walk you down.

From KSH 80 billion, about half, or 49%, has been paid out as salaries alone.

KSH 40 billion is now off the table.

The county government that employs 7,200 people, has used 50% of KSH 80 billion in 11 years, on salaries for 7,200 people, or, just 0.5% of the population.

Stop for a second, and make sure you understand what I just said.

From KSH 80 billion, a cool KSH 40 billion, in these 11 years, has been paid out in salaries alone – no benefits included, to 0.5% of the county population.

Each year, the county government uses 50% of each shilling in the name of the county on salaries, for just 0.5% of the county population.

This is not only obscene on so many levels, it is illegal.
Under the Public Finance Management Act of 2015 (County Government), the legal limit is 35% of the budget.

The law does not allow anything above 35%.
Because, the point and purpose of government is supposed to serving citizens.

Not to eat. Not to consume. Not to live out your wildest imaginations.

And, as I tell you all the time, this 35% maximum is extremely generous.

In countries we consider to be role models, government’s routinely spend about 20% of the budget on salaries.

So does the private sector.

But in our country – the purpose of government is not serve Kenyans. It is, for lack of a better word, to eat. To feast. To live out your wildest imaginations.

So, from KSH 80 billion, KSH 40 billion went to 0.5% of the population.

In salaries, alone.

This infraction alone stole KSH 11.4 billion in real money that should have been used to build hospitals, and schools. To hire doctors to serve citizens.

Next, KSH 3.1 billion was spent on travel. Foreign, and domestic. Travelling, far, and wide.

Apparently, in search of knowledge and skills to figure out how to serve citizens.

For example, there is a trip to Sweden, 11 people travelling.

For what purpose?

“Travel for study visit to Harryda Municipality, Sweden, as part of a partnership programme about young people's influence and choice of working life and Education.

How about New York City, the Big Apple?

“Travel to attend the Commission for Status of Women Workshop (CSW67-2023) at the Nations headquarters in New York, USA”.

And on, and on, and on.

KSH 3.1 billion on travel.

How about bursaries?

KSH 700 million, in years.

KSH 700 million is he total amount spent in 11 years – to cater for all poor children in a county of 1.4 million people.

During this same period, KSH 900 million went to cars for MCAs.

Makes sense, right?

So – let’s take stock, real quick.
We started with KSH 80 billion.
KSH 40 billion went to salaries alone, for 0.5% of the population. That left KSH 40 billion.

In this KSH 40 billion– we have to pay benefits, and, hopefully, serve citizens.

We then wasted KSH 3.1 billion on travel.
KSH 900 million on cars for MCASs.

That leaves – KSH 36 billion.

We spent KSH 700 million on bursaries.
We have about KSH 35 billion left.

The County Assembly has 54 MCAs. These 54 MCAs, in this period, took KSH 10 billion for themselves.

54 people, consumed KSH 10 billion. Roughly 13% of the budget.

I truly hope all Kenyans understand just how insane this is.

How on earth can anyone rationalize 54 people in a county of 1.4 million people taking for themselves KSH 10 billion?

13%?

I talk about devolution all the time, not because I oppose it.

I want it to work, but it will never work, if this level of debauchery continues unabated.

If you are from Homa Bay County, you need to ask what value you git for this KSH 10 billion.

What did you get for that?
Alright – lets keep going.
What do we have left now?

KSH 25 billion.

The County Government says that it spent KSH 22 billion on development. You see that number on the first attachment, column H.

KSH 22 billion.

When you talk to people on the ground, they will tell you point blank, that they don’t feel it. Don’t see it.

So what you have to do, is ask what specifically happened to the KSH 22 billion.

What is clear as day, is that, when the county government talks about “development”, they are often referring to serving themselves.

Not you.

Take a look at the rest of the attachments.

You have a County Headquarters which has cost almost KSH 1 billion. Take a look at it, and see the focus and determination to acquire comfort and luxury. The determination is palpable.

That is the headquarters. Close to KSH 1 billion.
That is separate from the Governor’s new office, which cost KSH 55 million.
Fencing of the Office of the Governor, KSH 15 million.
Committee Rooms – new ones at County Headquarters. KSH 13 million.
More construction at county headquarters: KSH 98 million.
Proposed Construction of Chambers at the County Assembly offices. KSH 43 million.
Mansion for the Governor, Deputy, and, County Assembly speaker: About KSH 200 million.
Stadium: KSH 350 million.
Just on the above alone, another KSH 2.2 billion is gone.

On things that have not really added any value to anyone there.

So, from KSH 80 billion, KSH 40 billion went to salaries.

KSH 3.1 billion on travel.
KSH 900 million on cars for MCAs.
KSH 700 million on bursaries.
KSH 10 billion on the County Assembly.
Over KSH 2.2 billion on county headquarters, mansions for Governors, the Deputy, and the County Assembly Speaker.

Whatever is left, there are plans for it too.

Enter corruption, wastage, and just incredible levels of debauchery. Billions tied up in stalled projects.

Below are the findings of the Auditor General.

And I only show you the last three years alone.

FY 2024-2025

KSH 1.41 billion in roads projects are stalled. Road, drainage, lighting, water, sanitation and social-amenity works across several settlements stalled, while vending platforms remained incomplete and some water and sanitation works had not started; completion was extended to December 2025.

KSH 820 million in county buildings and construction stalled/delayed.

KSH 96 million in delayed hospital construction. The multistorey hospital block was about 70% complete after its initial deadline, with major structural, plumbing, electrical, roofing and finishing works still outstanding, creating time- and cost-overrun risk.

KSH 23 million in Underutilized Microsoft 365 and Email Security Solution. The County spent KSh 22.78M on a solution intended for at least 750 users but licensed only 520 users. Auditors find that most of the intended users were unaware of the system or lacked computers, and no proper needs assessment was evidenced.

KSH 47 million in unsupported expenditure on fuel and power. County says it spent KSH 43 million on fuel, but has absolutely no records. Apparently, fuel withdrawals were authorized verbally without detailed orders or records for matching fuel drawn to supplier invoices. Additionally, “electricity invoices” of KSh 4.00M also carried customer details that did not match County operating units. Just made up.

FY2023-2024:

Auditors found that “multiple employees” sharing bank accounts, indicating likely corruption. For example, in one case, 22 officers in December 2023, were all using a shared bank account for purposes of compensation.

The County paid KSh 11.00M to external lawyers, but there was no records to show auditors.

KSH 16.27 million. Two Lakefront Access Road contracts were procured through restricted tendering even though auditors found no evidence that the works were complex, urgent or limited to only a few capable suppliers. In other words, corruption.

KSH 74 million wasted. The County says it was undertaking a project to demolish stalled animal-feed plant to construct headquarters. In the process, it says it used KSH 74 million, mostly to acquire equipment/machinery.

Problem was, nobody could show one item that was acquired for KSH 74 million.

KSH 6.65 million. Fifty solar pumps and twenty-three farm ponds were completed but remained idle because essential dam liners had not been purchased and no timeline for acquisition was provided. KSH 6.6 million wasted.

KSH 6.33 million. Previously reported landscaping and driveway works at Kigoto remained incomplete in October 2024, including drainage and vegetation works, and the contractor was not on site.

KSH 23 million wasted on dams. Although the rehabilitated earth dam was complete and in use, auditors found substantial idle water that had not been distributed to surrounding communities, limiting the project's benefits.

KSH 498 million in stalled industrial park. The industrial park was significantly behind schedule: major warehouses were only around 8% complete, several components had not started, and revised designs caused by site conditions could increase costs.

FY2022-2023:

KSH 245.85M in suspicious, voided “transactions”. This is one of the most common ways of committing fraud in government today.

It works like this: a tender is publicly orchestrated. It’s a sham tender process, but citizens think government is operating as it should.

A contract is issued to the “winner” for, KSH 50 million to purchase milk for schools.

Immediately after, the county officials enter the system, and void the transaction. That KSH 50 million can now be diverted to criminal associates.

So here, KSH 245 million in such voided transactions, without support.

KSH 5.41million in cash advances to county officials, WHICH WERE NOT USED, were not returned.

KSH 460 million on a stadium. County awarded a contract for a stadium at the cost of KSH 369 million. Consistent with what we see in government today, as soon as the contract was issued, the contract was changed, and they added KSH 90 million on top. Despite this new price tag, the contract stalled, and this money has never served one citizen.

KSH 37 million wasted on “boreholes”. Auditors concluded that KSH 37 million was wasted on boreholes, pipeline extensions and water-pan rehabilitation projects that showed poor workmanship, completion delays and abandoned sites. In other words, no value for the money.

Over KSH 20 million in abandoned projects, including boreholes, fencing, landscaping, etc.

KSH 39 million apparently spent on legal fees, without support.

This is how, you end up with a “Level 5 Hospital” – that looks like what you see in the last picture.
