If you're arresting people for urinating in public you better build more holding cells as they're everywhere... i.e. you're not policing.

Mobile monitoring, with decisive team who will zero tolerance for law breakers. Not just a vehicle sitting at an intersection with officers inside on their phones (because at the next intersection they're jumping red lights!). The citizens deserve more.
