They’re both trying to be cross-border payment/settlement rails. That’s the comparison.
XRP already has judicial clarity from the SEC case and real institutional volume through ODL. Under CLARITY, that clarity gets reinforced.
XLM still has to go through the maturity review process (disclosures on foundation control, token distribution, ongoing sales for ops, etc.). That’s not instant.
Ukraine looks nice, but it doesn’t change the governance/tokenomics questions or the fact that institutions want regulatory certainty before moving serious money.
