This is disappointing. Minneapolis eroding 4d, an affordable housing preservation tool, means eroding opportunities for more climate friendly, transit friendly, sustainable, affordable infill housing.
@WedgeLIVE I’ve got housing in the program ranging from an old duplex to a new passive house 23 unit building. None of those units would be in the program as proposed. The new passive house ones might not exist and the duplex wouldn’t have been electrified, weatherized and decarbonized.
@WedgeLIVE This policy change will ensure two types of housing don’t participate and therefore don’t remain affordable: (1) new construction and (2) units on the cusp of affordability in neighborhoods “on the rise”.
This runs counter to the City’s stated goals around NOAH preservation

This is a terrible policy idea that is going to backfire if the City’s goal is to preserve or add affordable housing without major subsidy.
