The ANSWER is, if restaurants (including privately owned mom/pop shops) paid their staff normally, youd be paying upwards of 3-5x more for your burger, steak, chicken, etc. No matter what, it wont please the consumer.

Our tipping culture has been around since before your parents were born. Yes, its out of hand. But its here and hasnt changed in decades other than too many newer businesses taking advantage of tipping. Other countries are use to NOT tipping because theyre use to their cost of living and pay. We, on the other hand let these corporations create these tip-service laws and culture because it was cheap and convenient for us at the time.

So you also know, non-tipping restaurants were attempted in many parts of the U.S. and FAILED because people werent happy with prices AND because serves and bartenders actually werent making nearly as much as with the tipping system. My 15yrs managing, bartending pays ridiculously more than a management position (minus company benefits) because they can make upwards of $30-80hr through tipping....IF YOU TIP!
