I think this view of directionality seems to be a remake of what researchers in the 1980s thought causality meant, including Judea himself. Still, as I understand history, some folks realized in the early 1990s that this view was completely off and a new framework was needed (see, e.g., https://t.co/gV1LCveQy1). It's a common misconception when generative and causal concepts are conflated, but they represent very different ideas.
