.@ncbn గారూ… మీరు బీసీలపై నయవంచనతో కూడిన రాజకీయాలు ఇంకా ఎన్నాళ్లు చేస్తారు? ఇంకా ఎన్నాళ్లు వారిని మభ్యపెట్టి మోసం చేయాలనుకుంటున్నారు. బీసీలకు 34 శాతం రిజర్వేషన్లు అంటూ డ్రామా చేస్తున్నారని మీకూ తెలుసు? సుప్రీంకోర్టు గత తీర్పుల వల్ల అది ఏ కోర్టులోనూ నిలబడదని కూడా మీకు తెలుసు? కోర్టులో నిలబడదని తెలిసీ, 44 రోజులుగా మీరు చేసింది కపట నాటకం కాదా? ఇవాళ మీరిచ్చిన జీవోలను కొట్టేస్తూ, హైకోర్టు తీర్పు ఇచ్చిన నేపథ్యంలో బీసీలకు క్షమాపణలు చెప్పి, లెంపలు వేసుకోండి చంద్రబాబుగారూ..

చంద్రబాబుగారూ.. నిజంగా మీకు బీసీలకు 34 శాతం రిజర్వేషన్లు ఇవ్వాలని చిత్తశుద్ధి ఉంటే.. మీరు చేయాల్సింది కేంద్రంలో ఉన్న మీ కూటమి ప్రభుత్వాన్ని ఒప్పించి, మెప్పించి ఆ మేరకు రాజ్యాంగబద్ధంగా, చట్టబద్ధంగా ఒక మార్గాన్ని తీసుకొస్తే గాని, ఈ రిజర్వేషన్లు ఇవ్వడం సాధ్యం కాదు. మరి ఆ దిశగా మీరు ఏం చేశారు? కేంద్రంతో మాట్లాడారా? కనీసం మీ కేంద్ర మంత్రులతో అక్కడి కేబినెట్‌ సమావేశాల్లో ఒత్తిడి తీసుకువచ్చే ప్రయత్నం చేశారా? మీరు ఢిల్లీ వెళ్లినప్పుడు ఎన్నిసార్లు దీనిపై కేంద్రంతో చర్చించారు? ఇవి చేయకుండా, చెల్లని జీవోలు ఇచ్చి డ్రామాలు చేయడం వెనుక మీ ఉద్దేశం, బీసీలను మభ్య పెట్టి, మోసం చేయాలనే కదా? రాజకీయ స్వార్థం కోసం మీ డ్రామాలు ప్రదర్శించడానికి బీసీలే కావాల్సి వచ్చారా?

బీసీలపై ప్రేమ మాటల్లో కాదు చంద్రబాబుగారూ… చేతల్లో చూపించాలి. మా ప్రభుత్వ హయాంలో మనసా, వాచా, కర్మణా బీసీల సహా ఎస్సీ, ఎస్టీ, మైనార్టీ వర్గాలను ఆర్థిక, సామాజిక, రాజకీయ పరంగా పైకి తీసుకురావడానికి అన్ని రకాలుగా పనిచేశాం. చరిత్రలో తొలిసారి విప్లవాత్మకమైన చట్టాన్ని, 2019 ఆగస్టులో తీసుకువస్తూ, రాష్ట్రంలోని కార్పొరేషన్లు, బోర్డులు, సొసైటీలు, కమిటీలలోని నామినేటెడ్‌ పదవుల్లో, కాంట్రాక్టు పనుల్లో BC, SC, ST, మైనార్టీలకు 50% రిజర్వేషన్ కల్పించాం. పదవులు పొందిన ఎంతోమంది బీసీలు, ఎస్సీలు, ఎస్టీలు, మహిళలు రాజకీయంగా చైతన్యవంతులయ్యారు. ప్రజాస్వామ్య ప్రక్రియలో ఒక మెట్టు పైకి వచ్చి, ప్రజాసేవలో పాల్గొన్నారు. దశాబ్దాల రాష్ట్ర చరిత్రలో ఎప్పుడూ లేని విధంగా ఈ వర్గాల్లో సరికొత్త నాయకత్వాన్ని తయారు చేసిన ఘనత ఒక్క వైయస్సార్‌సీపీకే దక్కింది. అంతేకాదు 139 బీసీ కులాలను కవర్‌ చేస్తూ 56 ప్రత్యేక బీసీ కార్పొరేషన్లు ఏర్పాటు చేశాం. మీ ప్రభుత్వం వద్దే మేం తెచ్చిన చట్టం ఉంది. రెండున్నరేళ్లుగా ఆ చట్టాన్ని ఎందుకు పట్టించుకోలేదు? మా మాదిరి మీరు ఎందుకు అమలు చేయలేదు? కళ్లముందే బీసీలకు మేలు కలిగే చట్టం ఉన్నా ఎందుకు పట్టించుకోలేదు? ఇదీ బీసీల పట్ల మీకున్న చిత్తశుద్ధి.

అంతేకాదు, ఇదే స్ఫూర్తిని కొనసాగిస్తూ మాకు మేముగా బీసీలకు రాజకీయంగా మంచి అవకాశాలను కల్పించాం. 11 రాజ్యసభ స్థానాల్లో నాలుగు బీసీలకు అవకాశం ఇచ్చాం. 58 ఎమ్మెల్సీ స్థానాల్లో 28 స్థానాల్లో బీసీలకు ప్రాతినిధ్యం కల్పించాం. చివరకు స్థానిక సంస్థల్లో కూడా జనరల్‌ స్థానాల్లో టిక్కెట్లు బీసీలకే ఇచ్చాం. 13 జడ్పీ ఛైర్‌పర్సన్‌ పదవుల్లో ఆరు, 13 మేయర్‌ పదవుల్లో తొమ్మిది, 84 మున్సిపల్‌ ఛైర్‌పర్సన్‌ పదవుల్లో 44 బీసీలకు ఇచ్చాం. 636 మండలాధ్యక్ష పదవుల్లో 239, 639 జడ్పీటీసీల్లో 227 బీసీలకే ఇచ్చాం, చంద్రబాబుగారూ.. మీ జీవితంలో ఎప్పుడైనా ఇలా చేయగలిగారా?

అంతేకాదు.. అమ్మ ఒడి, విద్యాదీవెన, వసతి దీవెన, రైతు భరోసా, పెన్షన్‌ కానుక, చేయూత, ఆసరా, సున్నా వడ్డీ, నేతన్న నేస్తం, మత్స్యకార భరోసా, వాహన మిత్ర, చేదోడు, తోడు తదితర సంక్షేమ కార్యక్రమాల్లో బీసీ కుటుంబాలు పెద్ద సంఖ్యలో లబ్ధిపొందాయి. వివిధ సంక్షేమ కార్యక్రమాల ద్వారా బీసీలకు మొత్తం రూ.1.82 లక్షల కోట్ల ప్రయోజనం అందించాం. ఇప్పుడు వీటన్నింటినీ నాశనం చేసి బీసీల ఉసురు తీస్తున్నారు. ఆర్థికంగా, సామాజికంగా, రాజకీయంగా బీసీలను పైకి తీసుకురావడం కోసం మేం ఏర్పాటు చేసిన నిచ్చెనలను విరగ్గొట్టారు. పైగా మీరిచ్చిన సూపర్‌ సిక్స్‌, సూపర్‌ సెవెన్‌లు సహా అనేక హామీలను మోసాలుగా మార్చారు.

చంద్రబాబుగారూ.. మీకు నిజంగా చిత్తశుద్ధి ఉంటే, బీసీలకు 34% రిజర్వేషన్‌ ఇవ్వాలనుకుంటే, అది రాజ్యాంగబద్ధమైన చర్యల ద్వారా మాత్రమే సాధ్యం అవుతుంది. దీనికోసం కేంద్ర ప్రభుత్వంలో భాగస్వామిగా ఉన్నమీరు, అక్కడ మీ పరపతిని వాడి, కేంద్రాన్ని ఒప్పించి, చట్ట సవరణ ద్వారా 34% రిజర్వేషన్లు తీసుకురావాలని డిమాండ్‌ చేస్తున్నాం.

The brutal assault by the @ncbn government on village and ward secretariat employees is utterly inhuman. The police lathi-charge on government employees is an extremely serious matter. When the government is unwilling to hold talks with them over their demands, how can raising their voices through a democratic protest be treated as a crime? Will you beat them with lathis merely for speaking out? Will you show no consideration even for women employees, injure them and drag them away? Who gave you the right to attack peaceful protesters? Will you intercept employees travelling to participate in the dharna, detain them in police stations and subject them to torment? Is it not atrocious to indiscriminately suspend a large number of employees simply to prevent them from participating in the protest?

Mr Chandrababu Naidu Garu, is this democracy? Your authoritarianism is growing with each passing day. How can you assume that you can get away with anything merely because you are in power?

Mr Chandrababu Naidu, from the very first day you assumed office, you have pursued a vendetta against the village and ward secretariats that our government introduced as a revolutionary administrative reform unparalleled anywhere in the country. You have relentlessly targeted the village and ward secretariats—which are our brainchild and delivered more than 540 services at the grassroots—as well as the volunteer system, with the clear objective of dismantling them. You have continuously conspired to erase the very spirit of Gram Swaraj.

Through a single notification, our government created 1.34 lakh permanent jobs—an unprecedented initiative in the country’s history—along with another 2.6 lakh positions under the volunteer system to ensure transparent governance at the village and ward levels. However, under the pretext of rationalisation, your government has placed nearly 30,000 permanent jobs at risk. You also made false promises that the ₹5,000 honorarium paid to volunteers by our government would be increased to ₹10,000, only to betray them after coming to power.

You have now shifted the services previously delivered by volunteers onto secretariat employees, burdening them with an unbearable workload. In the process, you have brought transparency and doorstep delivery of governance to an end. Unable to withstand the hardships, harassment and pressure imposed by your atrocious administration, nearly 100 employees have lost their lives over the past two-and-a-half years—some due to severe stress and others by suicide. When they are enduring such immense hardship and your government has no intention of listening to their grievances, how can it be wrong for them to raise their voices through a peaceful protest, Mr Chandrababu Naidu?

Mr Chandrababu Naidu, it is not only village and ward secretariat employees who are taking to the streets today. Employees from every section are protesting because you made promises to them in your manifesto and betrayed them after coming to power. You promised Interim Relief and a Pay Revision Commission immediately upon assuming office. But there is neither IR nor PRC. You removed the PRC Chairman appointed by our government.

Five Dearness Allowance instalments that employees are rightfully entitled to remain pending. It was only after employees took to the streets that you announced the release of two DA instalments, and even then, you deferred payment of the arrears. Surrender-leave payments also remain pending. Your government owes employees nearly ₹40,000 crore. In addition to all this, you are now victimising village and ward secretariat employees and imposing an unbearable workload on them.

Mr Chandrababu Naidu, immediately order a judicial inquiry into the lathi-charge, apologise to the employees and unconditionally revoke all the suspensions imposed on them.

On this occasion, as their Jagananna, I give my word to the village and ward secretariat employees. With God’s grace and the blessings of the people, once the YSRCP returns to power, we will strengthen the village and ward secretariat system even further. Gram Swaraj will once again flourish, and trustworthy governance that honours every commitment it makes will be restored.

We will take every necessary step to enable employees to discharge their responsibilities effectively, ensure that people once again receive excellent services through them, and make the entire country look towards this system as a model.

Two-and-a-half years have already passed, and only another two-and-a-half years remain. That time, too, will pass in the blink of an eye. Our people’s government will certainly return, and justice will undoubtedly be done to you.

Democracy can stand only when people have complete confidence in constitutional institutions such as the Election Commission. National media reports that two Election Commissioners raised objections on several occasions to decisions, electoral rolls and the management of ECINet have led to serious questions and doubts among the public.
Rather than an exchange of allegations, the public needs clarity on what objections were recorded, what action was taken on them, and how transparently the system functioned, be it for adding, deleting or restoring names on electoral rolls. Steps are needed to give people confidence on these matters.
Ultimately, we must strengthen public trust in the electoral process, protect every citizen’s right to vote, and strengthen the systems that allow people to exercise that right without fear.

In a democracy, transparency should not only prevail but should also appear to have prevailed. The very bill (Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023 ) which had our support then, should be revisited now in the current background. The Central government (Ruling Party) should come forward, set the normal in place dispelling this fear. An amendment to the bill be brought forward where the election commissioner is appointed by the three member committee which has Leader of Opposition (LoP), Chief Justice of India (CJI) and the Prime Minister as members once again. Student appointing the examiner is always prone to allegations even though the examiner is thoroughly honest and it is always better replacing the process with someone neutral. This move would definitely regain the esteem and the confidence in the Election Commission

This is especially important because, during the SIR process in Andhra Pradesh, the party in power misused its authority. On many occasions, our appeals went unheard. In the local body election process too, our objections as an Opposition party to the manner in which divisions were redrawn were brushed aside. Such actions undoubtedly weaken public confidence in the electoral process. Transparency and accountability are the true measures of how any institution functions in a democracy, and safeguarding them is that institution’s primary duty.
