Reading summary of 1988 Toronto Conf. on "The Changing Atmosphere". 300 scientists, states, UN & NGOs attended.
Called for a "levy on fossil fuel consumption of industrialized countries" to protect the atmosphere. Fascinating & pity didn't happen! @mmanulak@thomasnhale
