Under the COS resolution the ONLY amendments that can be proposed must be in these 3 subject areas: Impose fiscal restraints on the federal government; Limit the power and jurisdiction of the federal government and Limit the terms of office for its officials and Congress. Also, keep in mind that there are still quite a few conservatives in the PA legislature.
On this map the gray states are those that have introduced the COS resolution in the state legislature but they have not yet passed it out of a committee at any point in time, which is the usual step that must be done before it can be voted on by the entire chamber. Ohio has had many hearings on the COS resolution but they have not yet voted on it.

@MrPeteCochran@COSProject Kentucky hasn't passed because McConnell was always against it. Now that he's going to be out of the picture, there may be a better chance of convincing them to pass it depending on the position of whoever replaces McConnell.
Ohio isn’t missing because the people are unconvinced. A Susquehanna poll found 76% of Ohioans want this tool used — including 82% of Republicans, 77% of Independents, and 69% of Democrats. The resolution is already filed: HJR 2 and SJR 3. Hearings have been held. The 136th General Assembly still has time this year.
For anyone on the fence: an Article V convention does not rewrite the Constitution. It can only propose amendments on three listed subjects — fiscal restraints, limits on federal power and jurisdiction, and term limits. Nothing becomes law unless 38 states ratify it. That is a higher bar than anything Congress passes. The Founders put this path in the document on purpose because they expected Washington would someday refuse to restrain itself.
Speaker @matthuffman1 already knows the tool works. He was a primary sponsor of Ohio’s earlier Article V applications for a balanced-budget amendment in both chambers. Senate President @Rob_McColley can put SJR 3 on a path to the floor. Ohio applied for an Article V convention before. It can do it again — and become state #21.
