It is high time the Minister of Police is taken to task for repeatedly refusing to engage seriously with expanded municipal policing powers, while ordinary people continue to suffer the consequences of violent crime.

I support the City of Cape Town’s decision to declare an intergovernmental dispute and compel serious engagement on this issue.

Furthermore, the recently tabled SAPS Amendment Bill now gives the Minister the perfect opportunity to demonstrate his bona fides by engaging constructively with this proposal.

For years, capable municipal officers have arrested suspects and confiscated illegal firearms and drugs, only to hand cases over to an already overstretched SAPS detective service. Too many of those cases then stall, dockets weaken and dangerous criminals return to the streets.

Giving suitably trained and properly accountable municipal police officers defined investigative powers could strengthen dockets and improve successful prosecutions. This is not about competing with SAPS. It is about using every credible and properly regulated resource available to protect ordinary citizens.

South Africa’s policing model must evolve because the status quo is failing ordinary citizens. This dispute could finally force a serious national conversation that has been delayed for far too long.

This is potentially historic and critical to the safety of ordinary South Africans.
