Today I presented the National Budget Speech outlining government priorities and allocations for the Financial Year 2026/27 at Kololo independence ground

In my speech I stated that Uganda has become a land of opportunity and promise.

Our economy has expanded to USD 69 billion and is projected to grow at double-digit rates,driven by strong export performance, first oil, & sustained wealth-creation interventions. More importantly, this growth is increasingly translating into jobs, higher incomes and better livelihood for Ugandans.

I also noted that Investor confidence is rising, and the Ugandan diaspora is responding with increased remittances, investment and active participation in our transformation.

This Budget aims to accelerate the attainment of the Tenfold Growth Strategy,adding that Government has allocated 95.6 percent of discretionary resources to the ATMS—Agro-industrialisation,
Tourism Development, Mineral-Based Industrialisation, and Science, Technology and Innovation—and their key enablers.

This Budget prioritises production, productivity, value addition, exports, and job creation. I invite the private sector to take full advantage of these opportunities to create wealth.

I also stated that Budget launches Uganda into the “Kisanja No More Sleep” and Every Ugandan must actively engage in wealth creation, and every leader must be accountable for transforming households and communities.

The era of planning and debate is over and the era of implementation and results has begun.

Our mission is clear
produce more, earn more, export more, and lift every household out of subsistence. I dedicate this Budget to all wealth creators, especially the youth, whose energy, enterprise and innovation will drive Uganda’s transformation into a 500-billion-dollar economy.

Many people have been inquiring about the content of the letter I wrote and sent to President @KagutaMuseveni. Here it is. It is simple and straightforward. The letter calls for constructive dialogue. Its basic premise is the guidance given by the President in Kyankwanzi that the ultimate power to DECIDE who becomes Speaker lies with the MPs the majority of whom belong to NRM. The Central Executive Committee however has the duty to RECOMMEND candidates to the Caucus. Therefore the decision of the NRM Parliamentary Caucus will determine who becomes Speaker. Therefore the vote by the whole Parliament will only seal the Decision of the Caucus. That is why a well guided process of the Caucus is pivotal.

My letter asks that I be one of those whose names should be forwarded by CEC for consideration by the Caucus.. The basis of the letter is the Cooperation between @NRMOnline and @DPSecretariat1 which the President referred to in the first five minutes of his Inaugural Address, and what I call the Spirit of 1986 under which NRM and DP worked together to rebuild Uganda. The English say “it takes two to tango.” My mother’s people say “engalo ibiri nokunaabisana.”

Unfortunately the Spirit of 1986 did not evolve. It failed to break the political mold that ushered in our chaotic post independence politics. We have an opportunity to break the mold that scatters our energies. A dynamic cooperation can evolve into an alliance, a coalition and eventually a merger. Even the NRM was cast out of Yoweri Museveni’s Popular Resistance Army and Yusuf Lule’s Uganda Freedom Fighters. As Uganda moves forward we must overcome the political timidity that has kept us in molds that undermine progress. Some of us are determined to defy conventions and work for a new political template.

Denying a man intimacy is a big issue. I have an ex-wife who did that to me. Alikuwa na excuses mob and made it seem like being close to me was doing me a favor. I had a policy kwamba when we had an issue, we solve it, mwenye amekosea anasema pole and we move on. Yeye sasa she used intimacy as a weapon. When I thought tumemaliza issue, napata kumbe bado hajaimaliza and any attempt to get close to her was met with an excuse.

I had legally married her and paid dowry so it seriously hurt. I got tired and swore never to ask for it from her again. I never cheated but I slowly switched off emotionally. Nikifika home, we had normal family time and tukienda bed I just slept.

After one week without touching her she started asking why I never initiated anything. I told her she could also initiate but because of pride, she didn’t. Kuongea tulikuwa tunaongea and family life looked okay, but the topic of intimacy I completely avoided.

She became suspicious and started accusing me of cheating. She believed that because I was no longer sleeping with her, I must be getting it elsewhere. I rubbished the claims and I remember one night akiwa bed she tried to touch me in an attempt to reconnect. I didn’t respond. By then all my feelings for her had vanished and been replaced by resentment.

I pushed her hand away and told her never to touch me again. The following weeks she desperately wanted us to solve the problem. I told her point blank that constantly denying me had made me lose interest completely and I didn’t think I could ever love her the same way again.

That broke her. She involved both parents trying to save the marriage but no matter how hard I tried, I couldn’t forgive her. The attraction had completely disappeared. She cried, apologized countless times and even lost weight kutokana na stress. Nilikuwa tu najiambia, “Kumbe ulikuwa na haja ya ndoa.”

We separated and later divorced a year later.

Ladies, find healthier conflict resolution skills instead of weaponizing intimacy. To many men, emotional and physical connection matters deeply in marriage. Once a man removes you from his heart emotionally, sometimes it becomes very hard to rebuild what was lost. Some people think another woman or witchcraft is involved, but sometimes the damage simply comes from unresolved issues inside the relationship itself.

With due credits I share this video of a fable whose moral is that we should be careful who we elevate because bringing them down may cost us everything. The tragic greed, incompetence and corruption that has disgraced the leadership of the 11th Parliament cannot be blamed only on the outgoing leaders of the parliament. The responsibility for the abuse of office doesn’t lie with the abusers of the offices alone. The ultimate responsibility lies with the members who put them in the positions they abused in the first place. The 12th Parliament may not pick up all the broken pieces but it has a duty to pick up the pieces.
