I think he gave the yellow initially because VAR told him he missed the call and that yellow allowed them to misuse the mistaken identity rule to review the call. But the mistaken identity rule is when you accidentally give the wrong guy a yellow. So when they reversed the call, he had to give the other guy the yellow or it would have been very obvious they were misapplying the rule.

I honestly have never seen a WC game where so many refereeing errors and of such atrocious nature favoured the same team. British goal illegal. Norwegian second goal was no foul but even if foul it was before play started so not a foul. Third, clear penalty for Norway not given

Second, if you watched the English broadcast, you would happily switch to Telemundo.
