This evening several members of my staff have been arbitrarily arrested and detained in Siaya and Nairobi in connection with the Presidential visit to Siaya tomorrow. In my quest to understand where exactly the problem is with disaster response in Nairobi, be it fire incidents or rescue I’m learning that there is serious mismatch of qualifications and roles hindering those qualified from actually performing their duties.
