You seem to be misunderstanding how it works, along with many others:

The base game will still feature auto shops, clothing and hair customisation, tattoos, etc. Features have not been removed from the core Grand Theft Auto VI experience.

This pre-order bonus is the usual selection of clothes, vehicle mods, hair, etc that Rockstar does in their Ultimate Editions - just delivered in a more unique and immersive way through dedicated ingame stores instead of them just depositing the items directly into your inventory at the start of the game.

Aside from this it's a collectible series of cars which will likely just be unique liveries, and a one-off robbery mission.
