Central Govt PSUs WAPCOS & NPCC under the Ministry of Jal Shakti facing serious governance crisis.

After former CMD R.K. Gupta was raided by the CBI with reported recovery of ₹20+ crore cash, followed by his successor R.K. Agarwal was removed in Sept 2025 two years before completing tenure, concerns persist.

Now under the new CMD Smt. Shilpa Shinde IAS,

• Hundreds of employees service are terminated in name of reforms to show artificial profits in the CPSE.

• ₹600+ crore works reportedly processed through confidential grading of contractors instead of open tender.

• A Chief Executive Director, flagged by PMO & Ministry for irregular promotion and corruption concerns, is instead entrusted with the sensitive charge of Head – Contracts & Construction Management.

• NPCC functioning without a Board for the past 7 years.

• A WAPCOS Engineer transferred from Gurugram to Chennai; his request to halt transfer on humanitarian grounds after his son’s demise was not considered, salary reportedly stopped, and he later died of cardiac arrest.

• Serious perception of a batchmate nexus — the CMD and the Ministry’s administrative nominee on the PSU Board are batchmates — raising concerns that complaints within the Ministry are being quietly shielded, with accountability reduced to “you scratch my back, I scratch yours.”

• पूर्व सीईडी के आवास पर सीबीआई छापेमारी और भारी नकदी बरामदगी की खबरों के बाद नेतृत्व परिवर्तन हुआ।
• उत्तराधिकारी को निर्धारित कार्यकाल से पहले हटाया गया — पारदर्शिता पर प्रश्न खड़े हुए।
• सैकड़ों कर्मचारियों की सेवा समाप्ति कर “लाभ” दिखाने के आरोप सामने आए।
• ₹600 करोड़ से अधिक के कार्य कथित रूप से खुली निविदा के बजाय “गोपनीय ग्रेडिंग” से दिए गए।
• संवेदनशील पदों पर नियुक्तियों को लेकर भी गंभीर सवाल उठ रहे हैं।
सरकारी उपक्रम जनता के पैसों से चलते हैं। इसलिए जवाबदेही, पारदर्शिता और निष्पक्ष प्रक्रिया अनिवार्य है — विकल्प नहीं।
जरूरी है कि:
✔️ स्वतंत्र जांच हो
✔️ टेंडर प्रक्रिया सार्वजनिक हो
✔️ मानव संसाधन निर्णयों की समीक्षा हो
✔️ संसद और जनता को स्पष्ट जानकारी दी जाए।।
