Off-Duty Harris County Deputy Reassigned After Drawing Gun in Family Dispute

On August 5, 2025, an off-duty Harris County Precinct 1 deputy constable, in full uniform, was recorded pointing her gun at Michael Evans during a heated family dispute, demanding he return a phone.
The incident followed Evans taking a phone belonging to the mother of his child, who is the deputy’s sister, after an argument; the deputy chased Evans in her personal vehicle.
Michael Evans, who was unarmed, recorded the encounter at his family’s urging, showing the deputy yelling threats like “Play with me” and demanding the phone.
Constable Alan Rosen confirmed the deputy’s reassignment to desk duty pending an internal affairs investigation, promising transparency in the outcome.
Kesha Ross, Evans’ cousin, who was on the phone during part of the incident, called the deputy’s actions an abuse of power, arguing it constitutes assault with a deadly weapon.
The deputy’s identity has not been released, and no charges have been filed; ABC13 blurred her face in the video due to this.
Ross criticized the deputy for taking the law into her own hands, stating that she should have called police to handle the situation.
