First, poverty and unemployment need to be addressed urgently, but that doesn’t mean anything else should not be done. Poverty and unemployment cannot be resolved overnight.

Second, the loan does not increase or reduce your chance of being unemployed. If anything, it increases your chances of getting a job as you’ll now have an education. Without that loan, for some people, it is either no education, or loan on more stringent terms. The loan gives you education, and the best offer you can get for a loan ever.

Third, if you remain unemployed after 3 years of graduating, all you have to do is declare self employment. Whatever it is you’re doing to survive, even if it’s 5k it’s paying you, the Act only requires you pay 10% of that. There’s no set limit on how much you have to pay.

Unless tuition fees are increased, this gives people access to education, and a convenient repayment plan. It doesn’t even necessarily provide for defaulters, because there’s hardly a situation where you’ll be a defaulter, unless you’re deliberate about doing so.
