Ukraine is ready for a full energy ceasefire if Russia stops attacking Ukraine’s energy infrastructure. What remains unclear is whether Russia genuinely wants the same.
Continued terror must be met with accountability and increased support for Ukraine.
We had a very detailed discussion with @vonderleyen on virtually all the current areas of our work with the European Union and the decisions needed to support Ukraine. I thanked Ursula for the recent €1.24 billion tranche for defense, which Ukraine has already received. I am grateful for the confirmation that another approximately €3 billion in military support will be allocated as early as next week. These funds will strengthen us.
Of course, I briefed the President on the brutal Russian strikes that continue unabated. Just before our conversation, the Russians struck a power plant in Kyiv with a “shahed” drone, and many districts experienced power outages. Later, there were strikes on energy facilities in the Kharkiv region. And all of this happened AFTER the President of the United States made his statement about an energy ceasefire.
Under these circumstances, reliable support from our partners means real protection for people's lives and a guarantee that the Russians will not be able to break Ukraine. We deeply appreciate all the tangible steps taken to support our defense and our people.
Ursula and I agreed that our teams will have detailed discussions on our next joint actions and the coordination of our steps. We are also preparing to open the negotiating clusters – so that all the remaining clusters are opened by the end of the year. Ukraine’s European path is also a path toward strengthening Europe itself. Thank you!
President @ZelenskyyUa leads our nation in a time of war — a war for independence, freedom, and dignity. He has the support of the Ukrainian people, and they have the right to decide. Statements from abroad only confirm that he is doing his job well. He deserves support.
Russia has attacked residential buildings in Zaporizhzhia, hitting a residential area with at least five aerial bombs. Entire entrances of apartment blocks have been destroyed.
As of now, twelve people are known to have been killed, including three children. Fourteen people are injured, and information is being verified on twelve more. The search and rescue operation is ongoing.
Overnight, Russia also attacked cities and communities across Ukraine with drones. Private homes, agricultural businesses, warehouses and railway infrastructure were hit.
Damage has been reported in more than ten regions. Thirteen of our regions came under attack.
Thank you to the rescuers, police officers and medics working at the scene, clearing the rubble and helping the victims.

This must end. Lithuania will push to stop Russian grain transit and to sanction agricultural oligarchs who support the war.
In Kramatorsk, Donetsk region, a Russian strike on a passenger bus killed 30 people. In the village of Bilenke, part of the Kramatorsk community, three more people were killed today in Russian attack.
The search-and-rescue operation in Pryluky, Chernihiv region, was also completed following Russia’s missile strike on a five-storey residential building yesterday, which killed 22 people.
Moscow continues to escalate its terror against civilians, striking wherever people are. Unless pressure on Russia is increased, these atrocities will not stop. We call on international partners to support Ukraine’s defence and step up sanctions against Russia.
A horrific tragedy in Kramatorsk. Russia struck near a public transport stop with an aerial bomb.
At least 30 people were killed and 18 injured, and they are receiving assistance. Such crimes can never be justified.
Since the night, Russia has been terrorizing Ukrainian cities with jet-powered drones. As of now, 2 people are known to have been killed and 3 injured in a strike on a construction supplies store in Kyiv.

There is no military purpose in destroying a residential building. The purpose is terror: to make ordinary people feel unsafe in their own homes and to achieve through fear what Russia has failed to achieve on the battlefield.
For years, Russia has used this tactic against Ukraine. And for years, it has failed to break us. Yet Moscow continues because the cost of terror remains too low. Our task is to change that calculation — increase the pressure, strengthen Ukraine, and make every new act of Russian terror carry a higher price.
Grateful to Lithuania for understanding this so clearly and for consistently turning this understanding into action. Terror may outlast outrage. It cannot outlast our unity and resolve.

The Kremlin’s criminals decided to deliver a “birthday gift” to Putin: a massive attack on #Ukraine targeting civilians and civilian infrastructure, killing at least 15 people. In Pryluky, a residential building was destroyed, killing at least nine people, including three children. Search and rescue operations are ongoing.

When we talk about possible peace negotiations, this is what we must keep in mind: Russia is a terrorist state that does not abide by international law, or indeed any law at all. Its claims about a willingness to end the war are nothing more than empty words that bear no relation to its actions on the ground.
The only way to bring this war to an end is to help Ukraine to end it. We must provide Ukraine with stronger air defence and long-range capabilities, in addition to sustained military and financial assistance. We must also target Russia’s war machine through sustained pressure and sanctions.

Russia launched a cynical attack against Ukraine on October 7, firing around 70 missiles – many of them ballistic – along with Shahed drones. The attacks hit Kyiv and 12 regions, killing at least 19 people and injuring dozens.
In Pryluky, Chernihiv region, a Russian strike destroyed a five-storey residential building, killing 13 people, including three children. At least 43 people were injured, including children.
Nine apartment buildings were damaged in Dnipro and Kremenchuk. Two people were killed and 27 more injured. Two more people were killed in Kyiv and two in Oleksandriia.
Russian ballistic missiles remain one of the biggest threats. Ukraine urgently needs more air defence, including Patriot missiles, to protect lives.

In Pryluky, a missile strike completely destroyed one entrance of a five-story apartment building. Five people were killed and 26 others injured, including 5 children. People may still be trapped under the rubble, and the rescue operation is ongoing. In Kremenchuk, four high-rises were badly damaged. Two people were killed and 8 wounded.
In Kirovohrad region, the enemy attacked Oleksandriia. Two people are confirmed dead so far and three more injured. The rescue operation is ongoing.
A missile struck Lozova in Kharkiv region. Dnipro also came under a massive attack, with 5 apartment buildings damaged.
In Zaporizhzhia, the Russians hit a residential building with a drone.
In Kyiv, warehouses and civilian businesses were damaged in several districts. Two people were killed. Rescuers are working at the sites.
In Kyiv region, the enemy struck Obukhiv with missiles twice. Fires broke out at a local enterprise.

I joined President @ZelenskyyUa and our distinguished guests today in honouring the victims of Babyn Yar.
Almost 34 thousand Jews were killed here by the Nazis in just a few days in 1941.
Nearly 100,000 Jews, Ukrainians, Roma, and people of different backgrounds were murdered here during the years of Nazi occupation.
Eighty-five years later, Babyn Yar remains a warning of what happens when hatred prevails over life. Memory therefore carries responsibility. Antisemitism, racism, attempts to erase identity, and the denial of people’s right to exist must never be treated with indifference. Evil grows when it encounters silence and impunity.
It matters deeply that representatives of Israel, Germany, and our other partners came to Kyiv today, despite Russia’s ongoing war, to remember the victims together with us.
Our responsibility is to recognise hatred and dehumanisation before they become violence, and to act before impunity makes further crimes possible.

Another deadly Russian attack on Ukraine. Guided aerial bombs struck civilian sites in Kharkiv, killing at least six people and injuring 59, including three children.
For millions of Ukrainians living in frontline regions, the threat is particularly acute. Guided aerial bombs have become one of Russia’s main tools for terrorising Ukraine’s frontline regions.
Cities and communities close to the frontline face this threat every day, while Russia retains the ability to launch these bombs from a distance and repeat such attacks again and again.
Protecting these regions requires depriving Russia of the ability to carry out such attacks with impunity. We are working with partners to reduce its ability to launch such deadly strikes.
When Russia uses its military capabilities to terrorize Ukrainian civilians, Ukraine has every right to respond and decrease Russia's terror capacities.
Russia’s war of aggression is spilling across the Black Sea. Civilian merchant vessels shall not become military targets. Deeply regret the loss of human lives and stand in full solidarity with our #NATO Allies #Romania, #Bulgaria, and #Türkiye.
