ATM Demands Parliamentary Investigation Into Uber, Bolt, Checkers Sixty60 and Other Platform Companies Over Alleged Exploitation of Foreign Drivers and Unfair Employment Practices
The African Transformation Movement (ATM) has formally requested Parliament's Portfolio Committee on Employment and Labour to launch an inquiry into employment conditions, labour protections and regulatory gaps within South Africa's digital platform economy. In a letter dated 23 July 2026, ATM Parliamentary Leader Vuyo Zungula urged the committee to include the matter in its Third Term Programme, arguing that the sector has expanded faster than the country's regulatory framework.
Addressing the letter to committee chairperson Boyce Maneli, Zungula said digital platforms including e-hailing, food delivery, courier, logistics and online retail now provide income to thousands of workers. He highlighted recent developments involving Checkers Sixty60, which confirmed that about 70% of its delivery drivers are foreign nationals, saying there was no clarity on how many were lawfully authorised to work in South Africa. He also cited reports of long working hours, low earnings, job insecurity, safety risks and e-hailing drivers facing commission deductions of between 40% and 50% on certain trips.
The ATM said the Department of Employment and Labour had acknowledged that platform work is often associated with low pay, underpayment, excessive working hours, job insecurity and unfair discrimination. The party also noted that the minister had recognised concerns over the absence of minimum wage guarantees, paid sick leave, social security and collective bargaining rights for many platform workers. Zungula wrote, "The digital platform sector cannot continue to expand without corresponding obligations towards the people whose labour sustains it," adding, "Parliament must ensure that innovation creates decent and lawful employment rather than a convenient mechanism through which rich companies transfer commercial risks to workers while retaining control over their livelihoods."
The ATM has asked the committee to summon companies including Uber South Africa, Bolt South Africa, inDrive, Uber Eats, Mr D, Checkers Sixty60, Pingo Delivery, Pick n Pay ASAP! and Takealot Delivery Team, alongside government departments, labour organisations and experts. It also wants Parliament to examine worker classification, minimum earnings, social protection, commission structures, recruitment and verification processes, road safety measures and whether new legislation is needed to regulate South Africa's growing digital platform economy.
