Any time I see someone with the Doctorate (Dr.) prefix acting out, it's puzzling to me because it's like the learning didn't take hold. 

When a child goes to primary school, there are expectations. For example, the child should have written and spoken proficiency in one or two languages, basic knowledge of the world around them, a fair bit of maths etc.

In secondary school, the child (in his/her teens) should add more depth to what was carried over from primary school. The subjects get harder, there's more material to cover, more time required study and so forth. You learn history and geography, the workings of government and economics. Just enough to make sure you know enough to function as an adult in the real world. 

In university, there is more discovery of self. You learn about organising for change. You may join student unions and protest the university administration and/or govt a couple of times. The academic work is even more rigorous and here you have to actively impose your will to excel because there are no hovering parents or guardians to shepherd you along. The culmination of this exercise in personal conditioning is usually a Bachelors degree.

Pursuing a Masters degree means you're interested in developing proficiency in a narrow field. A master is one to whom others give deference because he/she has gained knowledge and skill above the median. You have to do hours and hours of research. Another layer of rigor.

Now you go further to get a Doctorate. Often 5 or more years of back breaking research. It takes a toll, many people who start don't finish and yet you vanquish the dragon. In Finland, new PhD holders receive a doctoral hat and sword during a Conferment Ceremony, which symbolises the fight for truth in rigorous research, liberty and scholarship. 

In this wise, we are looking at 23+ years of conditioning in the pursuit of excellence. 

So when I see a Dr. X heading an underperforming government parastatal or holding brief for corrupt politicians, I wonder: 

Can none of the personal excellence with which your pursued a Ph.D rub off in the standard of your principles or the quality of work your organisation gives out? 

And if you are no different from one whose educational progress terminates at secondary school or a Bachelors degree, why bother with all that time in school? Why should you lead an organisation for that matter?

Of course, I recognise that human nature isn't linear but I find it odd that the conditioning didn't take root. For example, the natural biological reaction for any living creature, humans included is to run from danger. If the sound of a gunshot rings out, people generally flee in terror. But we're able to condition individuals to run towards danger situations and quell unrest. People condition themselves to grow larger muscles, breathe longer underwater or abstain from drugs. 

So, if we successfully and repeatedly do this in many areas of human endeavour, why is it difficult to entrench a culture of integrity and excellence especially in people who spend longer swathes of their lives in the oven as it were?
