Liberal Party lawmakers have filed the Freedom of Information (FOI) bill in both chambers of Congress to institutionalize transparency, accountability, and people-centered governance.
In the Senate, Sen. Kiko Pangilinan filed Senate Bill No. 720, or the People's Freedom of Information Act. In the House, ML Partylist Rep. Leila de Lima, along with fellow LP members Caloocan City 2nd District Rep. Egay Erice, Zamboanga del Norte 3rd District Rep. Ian Amatong, Dinagat Islands Rep. Kaka Bag-ao, Muntinlupa City Rep. Jimmy Fresnedi, Albay 1st District Rep. Cielo Krisel Lagman, and Oriental Mindoro 2nd District Rep. PA Umali Jr., filed House Bill No. 2897.
"Our citizens deserve a government that is open, transparent, and accountable," Pangilinan said. "We can take a vital step forward in fighting corruption, strengthening public trust in government, and enabling meaningful civic participation with the passage of the FOI."
The proposed measure seeks to uphold the constitutional right of citizens to access information on matters of public concern. It sets clear procedures for requesting public records while ensuring safeguards for national security and individual privacy.
The FOI bill covers all branches of government, including constitutional commissions, local governments, GOCCs, and state universities. It mandates the proactive disclosure of public documents such as SALNs of high-ranking officials, budgets, contracts, and plantilla positions.
It also establishes a legal presumption in favor of access to information, with government agencies bearing the burden of justifying any denial. Penalties—including imprisonment and fines—await officials who conceal, destroy, or misuse public information.
The Liberal Party said the FOI law will strengthen anti-corruption efforts and reinforce democratic governance, stressing that it has been over 30 years since the first FOI bill was filed.
