I honestly think that Renee just freaked, didn't know what to do, and made a stupid decision in a panic.

The officer who fired would have no way of knowing if she was trying to run him over or if she was just having a woman moment.

After watching the footage a few times over, I strongly suspect that she was just having a woman moment. It didn't look like she was seriously trying to run him over, but it was reckless and spastic.

I know this isn't the most interesting take, but sadly this is likely the case.
