@LurgeeLife @DRDisabilityReb The minister has explained the definition of constant - and his definition given in the Chamber should be the one used by the DWP in decision making. If it’s not, challenges can be raised that they’re failing to apply the law correctly.

Kirsty Blackman got Stephen Timms to confirm that "constant" means that they cannot reliably, safely, repeatedly, in a reasonable time do that activity. If not, then descriptor applies.

But hopefully the wording in the bill changes and it will be made clearer
