As any credible-competent hydrogeologist can explain, snow melt is ephemeral. It doesn't drive the system even in the summer.

@RandyEBarnett Important topic here: theory of taxation. What govt services have value? - begin there. Fee for service: postage stamps, gas tax for roads, good. Taxes for police and fire services fall into more shared-services category. Here in Washington State, tax overlaps are appalling.
