@SeattleWXGuy@KleenNot17271@CliffMass Sorry, but that "summer reliance" bit doesn't "hold water", and never has to the extent it's been mythologized over the last few decades. As any credible-competent hydrogeologist can explain, snow melt is ephemeral. It doesn't drive the system even in the summer.
@CliffMass Yes, it's true! Here in Glacier (valley barely a thousand feet) we had fresh snow on the surrounding mountains above...appx 3000 ft. It's NOT summer yet, people!

@RandyEBarnett Important topic here: theory of taxation. What govt services have value? - begin there. Fee for service: postage stamps, gas tax for roads, good. Taxes for police and fire services fall into more shared-services category. Here in Washington State, tax overlaps are appalling.
