The narrative ought to change in the pearl of Africa sooner than later. It's very unfortunate that no one is advocating for it. The Uganda's Electoral Commission @UgandaEC has deliberately avoided effective civic education just to serve the interests of the ruling president.

In my own view, Democracy can not be sustained in a country where the naive, illiterate, & poor surpass the elite class. These engage in uninformed arguments, fuel propaganda, & can easily be compromised and manipulated by money handouts. Not everyone above 18 deserves to vote.

The slogan points at a certain group of selfish individuals who have deliberately kept Ugandans poor and naive for purposes of manipulating and comprising them in times elections.
