Based on my Cornell follow the money findings, and with a daughter applying to colleges right now, I wanted to look across more universities to understand how far this goes. So I built Behind the Ivory Walls, a model that ranks America’s 31 richest universities on who controls their police, how many sexual assaults they never count, what they have already been caught failing to stop and how much they have paid to settle abuse claims.
I scored every school on 10 criteria. They come down to three questions: who controls the police, how many assaults never get counted, and how much the school has already paid for abuse it was warned about.
The 10 criteria: who employs the campus police, who those police answer to, whether city police are required to lead sex crime cases, whether the public can see the records, whether anyone outside oversees the department, how many assaults never make the official count, how many victims tell no one at the school, the school’s documented failures, the money it has paid for abuse, and pending lawsuits.
Highlights of findings:
(1) USC, Cornell and Columbia stand apart from the rest. Each one has paid or agreed to pay ~ $1 billion or more for abuse by a doctor the institution had been told about.
(2) 21 of the 31 schools have no rule that requires anyone outside the university to see a sexual assault report before it reaches a prosecutor. Only seven have a written rule that hands sex crime cases to city police.
(3) Only about 1 in 15 of the assaults students describe in their own schools’ surveys shows up in the official federal count.
(4) 28 of the 31 run their own police force with arrest powers, and 28 have no independent oversight of those police at all.
(5) 16 keep their police records completely closed to the public. At nine, the police report up to the university’s finance or legal office. At the University of Chicago, the department is overseen by the general counsel, the school’s top lawyer.
(6) At 19 of these schools, students’ own survey answers point to about 7,600 sexual assaults a year. Those same schools reported about 510 to the federal government. At the University of Chicago, the federal count captures 1.9% of what its own students report.
(7) At Penn, victims told no campus office at all in about three out of four incidents involving women.

These AI data centers NEED massive compute power they are NOT COMMERCIAL this is Ai for domestic surveillance and global automated warfare (Project Maven on steroids), but they don't have the money or the legal authority to build it themselves. They made a deal: Big Tech builds the data centers, the feds give them the land, the power, and the legal immunity (bypassing state laws), and the feds get backdoor access to the compute. 🚨👀
The public thinks these are for writing emails and generating pictures but what it really is is the US 🇺🇸 CITIZENS are paying for their own surveillance grid through their utility bills and tax incentives, while the government uses "AI" as the smokescreen to build a military-grade command and control network on US soil, bypassing all local laws.
They’re using 90 GW of power. 90 GW is the peak load of 9 New York Cities. The entire US grid is roughly 1,200 GW peak. 90 GW is a 7.5% permanent baseload increase in 5 years. That is not just for ChatGPT. That is for processing the entire country's data: financial transactions, biometric data, location data, communications data, automated drone fleet processing.
Why build them in every state? If you put all your compute in one place, it's a target. By building massive hyperscale centers across all 50 states, the government is creating a distributed, survivable command and control network. If one state falls, the grid stays up.
They are building these in water-stressed areas and taking 1,000-acre plots of farmland.
How they pushing it? Using December 2025 executive order titled "Eliminating State Law Obstruction of National Artificial Intelligence Policy." This order created a DOJ task force to challenge any state AI law that conflicts with federal policy.
This means the federal government is stripping local communities of their right to zone their own land or regulate their own power grids. If a state or a municipality tries to stop a data center from being built because it will destroy their local power supply or drain their water, the federal DOJ will sue them into submission.
How they do it ?
Read Section 8(b)(ii) carefully. It says the legislative recommendation "shall not propose preempting otherwise lawful State AI laws relating to AI compute and data center infrastructure, other than generally applicable permitting reforms."
That last phrase is the trap. "Generally applicable permitting reforms" means the federal government can push through permitting changes that apply to all construction, not just data centers.
Those reforms will speed up data center approval. States cannot block them because they are "generally applicable." The carve-out sounds like protection but it has a built-in exception that swallows the rule.
Here is another section
Section 5 is the enforcement mechanism that makes the data center carve-out irrelevant. It says federal agencies "shall assess their discretionary grant programs" and determine whether to condition grants on states not enacting AI laws that conflict with the order.
This means the federal government can withhold infrastructure funding, broadband funding, and transportation funding from any state that blocks data center construction. The state keeps its theoretical zoning authority, but if it exercises that authority, it loses federal money.
Section 5(a) specifically weaponizes the BEAD broadband program. It says states with "onerous AI laws" are ineligible for non-deployment funds. The Commerce Secretary gets to define what counts as "onerous." If a state passes a law restricting data center water usage and the Commerce Secretary decides that law is onerous to AI development, the state loses its broadband funding.
Section 8(b) only limits what the "legislative recommendation" shall propose. It does not limit the other five enforcement mechanisms in the order.
Look at the structure. The order creates six separate weapons
The Bureau of Land Management just proposed 17,500+ acres of public land, across six states, for more data centers.
This is the first time ever BLM has been ordered to include data centers on land it manages for the public, land used for recreation, grazing, and timber for over a century. At least 12 are now proposed across Arizona, Idaho, Nevada, Oregon, Utah, and Wyoming.
One is the Charlestown Data Center, 106 acres near Hermiston, Oregon, 7 miles from the Columbia River. It would be the first data center ever sited on federal public land in the state. And of course, the company behind it, Copia, declined to comment.
This is also Confederated Tribes of the Umatilla Indian Reservation ceded land. Their Natural Resources Director, Eric Quaempts, has already testified that water here is foundational to fish, deer, roots, berries, and Tribal culture, and that this development could affect Treaty-protected resources. Much of eastern Oregon's summer water is already promised to other users.
So is water across the rest of the West. While BLM fast-tracks these projects, Arizona farmers are already fallowing half their fields, and a Colorado rancher sold a fifth of her herd this summer as her stock ponds ran dry. Federal officials are considering cutting Arizona, Nevada, and California's Colorado River water by 21% through 2028, just to keep the reservoirs from collapsing. Data centers are competing with these families for the same disappearing water. I don't know how anyone justifies that.
Another proposal, the Rhea Data Center, would take over 3,200 acres south of Boise, Idaho, plus 550 more for transmission lines. Four million square feet. It would also build its own natural gas power plant on-site. It sits next to Blacks Creek Reservoir, home to more than 150 bird species. Nobody knows what this will do to them, because nobody's studied it.
None of these 12 projects have gone through a full environmental review the public actually got to weigh in on. Not that it's made any difference anyway; BLM has kept moving projects forward regardless of the public comments it does receive.
I already told you about the first data center BLM ever approved on public land, this July, near Boulder City, Nevada. Boulder City already won once: a judge halted the project, ruling BLM skipped a real environmental review. Now BLM wants that ruling reversed and the project sent back to itself, without promising to do a real review, or let the public weigh in, this time either. Boulder City is fighting to keep it stopped, because it doesn't trust BLM to do this right.
This isn't a data center problem anymore. It's a pattern: take the land, take the water, skip the review, fight the lawsuit later.
