I don’t see an issue with letting ppl do this with some restrictions perhaps put daily cap on amount of value you can transfer a day on it and maybe lock that to level 20 or 30 with increase on caps higher level as well.

But the issue is that there was an actual court saying the process was flawed something Texas or Cali didn’t have so I assume there will be more litigation but if they go to a vote I find it hard to believe a court would over rule if it passed by vote
