The regional balance is moving forward in tehran's favour and the ALB pose no real threat to alter the course of events. Ankara is dependent on western technology, pakistan is a bankrupt country surviving on monthly loans, saudia has it own fiscal pressure, it has no money to put in any serious political move, it has to borrow money.
Another diplomatic layer over the existing one won't bring region wise security deterrence that can withstand regional escalation
The paper aggrements can't form genuine regional security architecture, it needs in house political correctness and decades long policy to forge any serious political outcomes.

your point does hold weight but the problem is that saudia and pakistan both functions under colonial grip, turkey isn't a very different case, so joining such alliance fundamentally questions tehran's posturing in the region. these countries that has formed the alliance of nothing stem from the colonial extension of british Raj and later on american colonial grip.

i disagree with the idea that it would alter the regional balance that's moving forward in Tehran's favour , cause this present agreement lacks political will, capital and diplomatic posturing in any form or shape, i see this agreement as more like a diplomatic signalling that further strengthens the already present Pakistan-Saudi agreement.
tehran comes as the hegemon of this region and remains the linch pin of all the economic activities and military activities going forward in the region.
I don't think Pakistan and Saudia can pull any meaningful leverage over tehran, but Ankara does.
This present aggrement has no sharp arc against tehran, but to protect the kingdom in a potential regional crisis

US and the collective west brought the machine age and earned significant fortune, but the overwhelming inflation and rigidity forced other nations to industrialise local communities for cheaper goods, eventually losing the grip or you can say leverage over foreign lands
those who transform the means of production inevitably become the driving force in economic, social and political spheres, this is the driving catalyst of the past two decades of how china came to rule the world cause it transformed the means of production as quickly as possible and cheaper, in other way, speed & the ability to absorb does hold power
