In Colombia, three cohorts of judges and judicial officials strengthened their understanding of terrorist financing and complex financial crimes, building the knowledge needed to better understand, investigate, and prosecute organized criminals and terrorist actors.
With support from the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL), PADF continues working with partners to strengthen judicial capacity and build more effective responses to transnational criminal threats.

🇯🇲 On July 31, 2026, the Pan American Development Foundation (PADF) joined partners in Kingston to launch community space renovations at Majesty Gardens and Parade Gardens, a milestone in ongoing work to make public spaces safer and more vibrant for residents.
The launch marks the beginning of a longer effort: renovating these spaces to a high standard, activating them with meaningful community programming, and ensuring they remain safe, lasting assets for the neighborhoods they serve.
At its core, this work is about countering youth recruitment into gangs and criminal activity. When young people have safe spaces to gather, build cohesion, and stay engaged, they have a real alternative to the pressures pulling them toward harm. Sustaining that requires strong partnerships and diversified resources, through mixed funding models and shared stewardship across every sector.
PADF is especially grateful to the community leaders driving this work forward: Norman Brown (Parade Gardens CDC), Jahiem Mitchell (Majesty Gardens CDC, St Andrew), and Dalton Spence (Norwood CDC, St James), whose leadership sits at the center of this effort.
The launch brought together a diverse group of partners committed to safer, stronger communities, including the Hon. Dr. Horace Chang, Deputy Prime Minister and Minister of National Security; Mr. Scott Renner, Chargé d'Affaires of the U.S. Embassy in Jamaica; Assistant Commissioner of Police Charmaine Shand, who leads the Community Safety and Security Branch; and representatives from the Bureau of International Narcotics and Law Enforcement Affairs (INL), government ministries and agencies, civil society organizations, and the private sector.
Sustainable community transformation is not achieved through infrastructure alone, but through enduring partnerships, local leadership, and a shared commitment to investing in people as much as places.

🇸🇷 Better data. Stronger institutions. Safer communities.
In Suriname, members of the Korps Politie Suriname (KPS) strengthened their data management and analysis skills through a hands-on training under the B-Pro program, funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL).
From cleaning and analyzing data to identifying crime trends and creating visualizations, participants gained practical tools they can apply directly to their daily work.
By the end of the week, they weren’t just using new tools. They were collaborating, solving problems, and sharing knowledge with one another.
That’s how lasting institutional capacity is built: "equipping local partners with the skills to turn data into action."

De Amerikaanse ambassade heeft, via @StateINL en @PADF, een weeklange training in data-analyse voor het Korps Politie Suriname ondersteund. De training versterkte de misdaadrapportage en analyse door DCIV-analisten en ICT-personeel praktische vaardigheden op het gebied van databeheer en visualisatie bij te brengen.

Als onderdeel van het #BPRO-initiatief draagt deze inspanning bij aan datagedreven politiewerk, een betere openbare veiligheid en de voortdurende samenwerking tussen de Verenigde Staten en Suriname op het gebied van rechtshandhaving.

The U.S. Embassy, through @StateINL and @PADF, supported a week-long data analysis training for the Korps Politie Suriname. The training strengthened crime reporting and analysis by equipping DCIV analysts and ICT personnel with practical data management and visualization skills.

Part of the #BPRO initiative, this effort supports data-driven policing, stronger public safety, and continued U.S.-Suriname law enforcement cooperation.

⚖️ Organized crime depends on financial power. Asset forfeiture helps take it away.

The launch of the Blue Hispaniola initiative was honored by the participation of H.E. Dr. Carol van der Walt, British Ambassador to the Dominican Republic and Ambassador-Designate to Haiti, whose remarks underscored the strong connection between ocean conservation and community wellbeing:
"The United Kingdom is proud to support this work through the Blue Planet Fund OCEAN Grant because we know that ocean protection is not an abstract issue. It is about food, jobs, safety, dignity, and the future of coastal communities. Blue Hispaniola is a powerful example of how environmental protection and economic opportunity can go hand in hand."
The United Kingdom’s support for Blue Hispaniola reflects a shared commitment to protecting marine and coastal ecosystems, strengthening fisheries and livelihoods, and advancing sustainable blue economy opportunities across the Haiti–Dominican Republic corridor.

One of the key conversations during the launch of the Blue Hispaniola initiative highlighted the essential role of marine biodiversity in building sustainable fisheries and resilient coastal communities. 🌊
During this panel, experts from Haiti and the Dominican Republic discussed the challenges facing marine ecosystems, the importance of community-led conservation, and opportunities for cross-border collaboration to protect the shared coastal corridor. Participants also reflected on lessons learned from previous initiatives and how these experiences can help shape more effective and sustainable future efforts.

🔍 Strengthening Colombia’s fight against financial crime.
Through an INL-funded initiative, PADF supported a technical exchange between Colombian investigators and U.S. law enforcement agencies to enhance digital evidence analysis and financial crime investigations.

As the implementing partner of the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL), PADF conducted the training “Financial Investigations and Prosecution of Asset Forfeiture Cases” in Santiago, Dominican Republic.
The training brought together judges and prosecutors to strengthen their knowledge of financial investigations, asset tracing, and the judicial handling of asset forfeiture cases. Through practical discussions and case-based learning, participants enhanced their capacity to identify, investigate, and recover assets linked to organized crime and corruption.
This activity was conducted under PADF’s Organized Crime and Corruption Program and contributes to ongoing efforts to strengthen institutional capacity and improve the effectiveness of asset forfeiture proceedings in the Dominican Republic.
