When an officer takes the oath of General (Four-Star) or Lieutenant General (Three-Star), what the public sees are merely the bible, the rank insignia and the stars. But the amount of psychoanalysis, background intelligence checks, scenario mapping, business and private activities checks and family investigations is so huge that the file has to be snow white before that oath.

The man who gets sworn in as Chief of Defence Forces has practically never touched a bad loan, never kept a mistress, never had an affair and has never had a single slip of the tongue. There is something in the security services known as "honey trap", where top security officers may be amenable to blackmail by use of mistresses, illegitimate children and previous extramarital sexual escapades. To be CDF and top ranking General, your honey trap file must have zero data. You financial transactions since leaving Cadet School must be above board. Family disputes have to be non-existent.

Many officers, after crossing the rank of Major to Lieutenant Colonel, and therefore on the way to becoming combat commanders, suddenly regret all the crazy things they did when they were young Lieutenants and Captains. The secret affairs with service members, the bad loans, nights in lodgings, low energy during command courses in the bush, poor decisions and slips of the tongue over political news on TV...all these suddenly reappear. And if there is a honey trap, like mistresses and illegitimate children, Colonel is the highest you reach, because you can't have an officer in the General ranks being vulnerable to blackmail.

With all these stringent requirements, can you imagine if an officer has overcome all these hurdles, but still comes from an "unwelcome" tribe? To be a General and a Luo, for instance, means the man is 100 times cleaner than the template mentioned above. Practically a saint. It means the intelligence people have already gone back to his lineage past Gulu, Pakwach, Bar el Ghezal until Egypt, and found no traces of rebellion, honey traps or misdemeanours. It's a miracle even. It also means that Military Intelligence and psychoanalysts have practically lived with him since he was Major.

Now flip that for a moment. After these 40 years of clean living and immaculate service, the General takes the oath and the civilian elected as President of the Republic becomes his boss as Commander in Chief. But this CIC has not undergone any sort of vetting and no demand has been made on him or his character. It could be a thief, a murderer, a liar, a gambler, a mentally unstable person, an agent of tribal divisions, a fool....basically all the things banned in toto by the military. A fraction of these would have seen the General never go past Lt Col. But the entire evil pile dwells in one man, who is Commander in Chief, on whom voters haven't placed a character threshold and not demanded a certain level of integrity. This man becomes Commander in Chief, presiding over Generals who are simply saints, who have lived clean and have taken the oath to die for the sovereignty of the country.

Help me understand because it doesn’t make sense to me.
