यूनिवर्सिटी से अलग होंगे डिग्री कॉलेज, प्रोफेसर राजनीति नहीं करेंगे, नई भर्तियां; सम्राट सरकार ला रही विधेयक

बिहार में विश्वविद्यालयों से स्नातक (यूजी) की पढ़ाई अलग होगी। इसके तहत डिग्री कॉलेज और पीजी और विश्वविद्यालय को अलग-अलग करने की योजना है। राज्य सरकार विधानमंडल के इसी मनसून सत्र में नया उच्च शिक्षा विधेयक लाने जा रही है। नए विधेयक के पास हो जाने के बाद प्रोफेसर पद पर रहते राजनीति नहीं कर पाएंगे।

इस विधेयक के जरिये राज्य के लगभग 481 सरकारी डिग्री कॉलेजों को विश्वविद्यालयों के प्रशासनिक नियंत्रण से अलग कर सीधे उच्च शिक्षा विभाग के अधीन लाने का प्रस्ताव है।

इसके लागू होने पर विश्वविद्यालयों की भूमिका मुख्य रूप से स्नातकोत्तर (पीजी) शिक्षा और शोध तक सीमित हो जायेगी। स्नातक (यूजी) कॉलेजों का संचालन, नियुक्तियां और प्रशासन सीधे सरकार के नियंत्रण में होगा। इस समय 12 विश्वविद्यालयों के अधीन अंतर स्नातक कॉलेजों का संचालन होता है, जो उच्च शिक्षा के अधीन होगा।

शिक्षकों की नियुक्ति, स्थानांतरण, पदोन्नति, सेवा शर्तों और प्रशासनिक निर्णयों का अधिकार विश्वविद्यालयों से हटाकर विभाग के पास होगा। वर्तमान में ये अधिकार संबंधित विश्वविद्यालयों के पास हैं। इसके साथ ही बिहार में लागू पटना विश्वविद्यालय अधिनियम, 1976 और बिहार राज्य विश्वविद्यालय अधिनियम, 1976 को भी संशोधित करने की तैयारी है।

प्रस्तावित विधेयक में शिक्षकों के राजनीतिक गतिविधि में शामिल होने पर रोक लगेगी। इसके तहत कॉलेज शिक्षकों को किसी भी राजनीतिक गतिविधि में भाग लेने या किसी राजनीतिक विचारधारा का सार्वजनिक समर्थन, प्रचार अथवा लेखन करने की अनुमति नहीं होगी।

डिग्री कॉलेजों में सहायक प्राध्यापक की नियुक्ति के लिए न्यूनतम योग्यता नेट के साथ पीजी डिग्री प्रस्तावित है। पीएचडी को अनिवार्य योग्यता से हटाने का प्रस्ताव भी शामिल किया गया है।

नयी व्यवस्था लागू होने के बाद डिग्री कॉलेजों में कार्यरत शिक्षक विश्वविद्यालय स्तर पर प्रोफेसर बनने के पात्र नहीं होंगे। अब तक बिहार में कॉलेज शिक्षक अनुभव और पदोन्नति के आधार पर विश्वविद्यालयों में प्रोफेसर बनने का अवसर प्राप्त कर सकते थे। नये प्रस्ताव के बाद यह व्यवस्था समाप्त हो जायेगी।

This trend clearly indicates that our bright Students are increasingly choosing to pursue Higher Technical Education in our own State. It is heartening to see our Youth reposing their faith in the academic environment of West Bengal.

Congratulations to all the Students who have taken admission in the Colleges, in the first phase, through the Centralised Admission Portal 2026–27.
I am glad to share that today, we have completed the first phase with 3,08,793 admissions, up from 2,57,429 in 2025–26. It is very encouraging that admission of Female Students increased by 26.45%, as compared to the previous academic session. Classes will begin on 7th July. Students who missed out are encouraged to participate in the second phase through the portal which will also commence from 7th July.
