Is it unfair? Did anyone break the rules? To my understanding FIFA Disciplinary Code Chapter 4, Article 27 specifically provides guidelines for full or partial suspension of disciplinary measures, which the FIFA independent committee exercised.

Too complicated. The rule should just be “offside is when at least one entire foot is in front of the defender”.

Get rid of the toe nonsense, the shoulder nonsense, everyone is happy.

Here's my suggestion for improving the offside rule:

Widen the line used to draw offside to marginally increase the buffer for what counts as level with the last defender.

This absorbs the toenail decisions with minimal disruption to general play.
