The problem of upper/lower riparian states have not affected either TN or K'taka in a big way. We will always find that the lower riparian TN has received more water than required by law most of the years. More than Karnataka, it is TN that is wasting time.

@sabeer @navpreetc Rahul G. wants to be the PM of India. Nothing else matters to him. There is an overarching need for him to be the PM ASAP, as there is a Damocles sword hanging over his head, in respect of the case pending against him. If he is guilty, he will go to jail.2
