In January 2026, the Republic of Cyprus assumed the rotating presidency of the EU Council. This marked Cyprus’ second presidency, and expectations were high, given the particularly ambitious presidency goals set by a small member state located at Europe’s geographical periphery.
Among other points, I argue that the war-stressed challenges also highlight the potential benefits of, if not indeed the necessity for, local and regional cooperation. Greek and Turkish Cypriots are united by the bonds of common suffering caused or accentuated by the war.
These range from security, energy, and water to migration, tourism and economics. The case for cooperation between the two communities has rarely been stronger.
By minimizing tensions and maximizing areas of practical cooperation, both sides can more effectively address urgent challenges that cannot await a comprehensive political settlement. The present critical situation warrants it, and the EU presidency offers a unique opportunity.
We're living one of the most tense moments in the region, with the Strait of Hormuz as epicentre. Thus, I also wanted the programme to address the geopolitics of natural resources and connectivity: energy, water, food, digital infrastructure, supply chains.
And I wanted to make sure this focus on geopolitics and conflict didn't make us forget the people. Societies, cities, feminist resistances, youth mobilisation, arts. This region is not just a chessboard!
We'll learn together and pay tribute to Fred Halliday. Fred had the idea of this summer school but sadly passed away before seeing it take place. We try to honour his legacy: rigour, curiosity, no easy answers, a cosmopolitan spirit, and the conviction that change is possible.

At the same time, any threat to Cyprus can make the island's people reflect on common problems and the potential attacks, accidents, and economic difficulties that this region may face.
It can become a precedent. Once a military force arrives, it often becomes quite difficult to be removed.
I also stress that long-term issues like the Cyprus question are pushed into the background during periods of hot conflict.

One serious challenge for the EU is that it seems to be replacing one dependency (Russia) with another (US)…The EU seems to be repeating past mistakes, belatedly looking for alternatives to diversify its energy providers’ base.
