UN Security Council Unanimously Adopts Pakistan-Denmark Resolution on Accountability for Crimes Against UN Peacekeepers
United Nations, 23 June 2026 — The United Nations Security Council today unanimously adopted a landmark resolution tabled by Pakistan and Denmark, aimed at strengthening accountability for crimes committed against United Nations peacekeepers.
The resolution received the support of all 15 members of the Security Council and was co-sponsored by over 150 UN Member States—the highest number of co-sponsorships ever received by a Security Council resolution.
The overwhelming backing reflects the international community’s strong commitment to ensuring justice for attacks against UN peacekeepers and reinforcing the safety and security of personnel serving in peace operations worldwide.
Ambassador Asim Iftikhar Ahmad, Permanent Representative of Pakistan to the UN, introduced the resolution.

Across several missions, attacks against United Nations peacekeepers have increased in number and sophistication. Peacekeepers are being targeted, often with little accountability. This draft resolution seeks to move the Council beyond statements condemning these attacks. The Council’s pronouncements are important. Condolences are necessary. But they are not enough. When peacekeepers are killed or injured as a result of attacks while performing mandates authorized by this Council, the Council must remain seized of what happens next

Most grateful to all Security Council members for the consensual adoption of resolution 2823 on Accountability for Crimes Against Peacekeepers today. I thank Denmark for our strong partnership as the Council’s “peacekeeping duo”.
Our deep appreciation and profound thanks also to over 153 UN Member States co-sponsoring this UNSC resolution, a new record, that sends a strong and unambiguous message of support for UN peacekeeping. The Council stands solidly and resolutely behind the peacekeepers that are serving the cause of international peace under its mandates. There will be no impunity for attacks against UN peacekeepers and the perpetrators of such crimes will be held to account.
Accountability is essential for justice, deterrence, and the safety and security of all Blue Helmets and the Security Council will make sure that it is delivered.
This important resolution signifies our highest tribute to all peacekeepers serving under the UN flag.

Message from the President of the Islamic Republic of Pakistan on International Day of United Nations Peacekeepers (29 May 2026)
Pakistan joins the international community in paying tribute to the dedication, professionalism and sacrifice of United Nations peacekeepers serving in difficult and often dangerous conditions across the world. We honour the courage and commitment of the 183 Pakistani peacekeepers who laid down their lives in the service of international peace and security.
For more than six decades, Pakistan has remained among the leading troop-contributing countries to United Nations peacekeeping operations. Over 270,000 Pakistani peacekeepers have served with distinction in 48 UN missions across four continents. Pakistani women peacekeepers are also playing an increasingly important role in these missions. Their service reflects Pakistan’s abiding commitment to the purposes and principles of the United Nations Charter.
Pakistan is also host to one of the oldest United Nations peacekeeping missions, the United Nations Military Observer Group in India and Pakistan (UNMOGIP). The continued presence and relevance of this Mission reaffirm the responsibility of the international community to support a just and lasting resolution of the Jammu and Kashmir dispute in accordance with the relevant United Nations Security Council resolutions and the aspirations of the Kashmiri people.
In many conflict-affected regions, United Nations peacekeepers help protect civilians, support humanitarian assistance and create conditions in which hospitals, schools and basic public services can continue to function. Their work brings stability and hope to communities affected by conflict and displacement.
At a time of growing global uncertainty and conflict, United Nations peacekeeping remains an important instrument for the maintenance of international peace and security. Pakistan reaffirms its strong support for UN peacekeeping and expresses solidarity with all peacekeepers serving under the UN flag in pursuit of peace and stability across the world.
On the International Day of United Nations Peacekeepers, Pakistan joins the United Nations and the international community in paying tribute to the courage, dedication and sacrifice of all peacekeepers serving under the UN flag.
For Pakistan, peacekeeping is an expression of support for multilateralism and one of our most tangible contributions for maintenance of international peace and security. Since 1960, more than 270,000 Pakistani peacekeepers have served with distinction in UN missions across the world. We honour, in particular, the 183 Pakistani peacekeepers who made the ultimate sacrifice in the line of duty under the blue flag (1/5).
The United Nations peacekeeping remains one of the most visible, practical and cost-effective instruments available to the international community for maintaining international peace and security. In fragile situations, peacekeeping missions protect civilians, monitor ceasefires, deter violence, support political processes, facilitate humanitarian access and create space for dialogue. Their stabilizing role becomes even more important in volatile situations (2/5).
Today, peacekeepers are operating in increasingly complex and dangerous environments. Attacks against United Nations peacekeepers are unacceptable and may constitute war crimes under international law. Accountability for such crimes is essential for deterring future attacks. Ending impunity is essential for justice, the safety of peacekeepers, and the credibility of UN operations (3/5).
As a major troop contributing country (TCC) and non-permanent member of the Security Council, Pakistan remains committed to strengthening UN peacekeeping, including through our cooperation with partners on mandate formulation, safety and security, accountability, performance, and sustainable financing and in this regard, Pakistan looks forward to the Secretary General’s review of all forms of peace operations for a comprehensive discussion on the future of UN peacekeeping (4/5)

We believe that sanctions are an important tool at the disposal of the Security Council, but they should be used judiciously, reviewed periodically, and should not become open-ended or punitive in nature. Their purpose should be to support political solutions and stabilization efforts. We also note the African Union’s position against continued sanctions on South Sudan.
Explaining why Pakistan abstained from voting in favor of the draft resolution on South Sudan sanctions mandate renewal, Ambassador Usman Jadoon, Deputy Permanent Representative of Pakistan to the UN, said that lasting peace in South Sudan will be advanced through sustained political engagement including the implementation of the Revitalized Agreement.

After the Adoption of the Resolution on South Sudan Sanctions
(29 May 2026)

Mr. President,
The text of the resolution on the sanctions regime in South Sudan is a technical roll over from last year. Pakistan abstained on the resolution last year. Our abstention today is consistent with that position.
2. Pakistan remains committed to lasting peace and stability in South Sudan. We continue to support the Revitalized Agreement as the only viable and consensual framework for peace.
3. We believe that sanctions are an important tool at the disposal of the Security Council, but they should be used judiciously, reviewed periodically, and should not become open-ended or punitive in nature. Their purpose should be to support political solutions and stabilization efforts. We also note the African Union’s position against continued sanctions on South Sudan.
The deteriorating political and security situation on the ground raises important questions regarding the effectiveness of the current sanctions regime. Despite years of restrictions, instability persists and implementation of key transitional arrangements remains incomplete.
4. Lasting peace in South Sudan will be advanced through sustained political engagement, implementation of the Revitalized Agreement, and supporting regional efforts led by the African Union and IGAD. We will continue to engage constructively with all partners in support of durable peace and stability in South Sudan.
