جمهوری اسلامی در شرایط ضعف شدید ساختاری و بحران مشروعیت، قصد پیشبرد و اجرای «کنوانسیون رژیم حقوقی دریای کاسپین» (کنوانسیون آکتائو) را دارد. این تلاش رژیم، بدون پشتوانه اراده ملت ایران و بدون تضمین روشن و کامل حقوق تاریخی کشور، اقدامی نگرانکننده و تهدیدی جدی علیه منافع ملی ایران است.
بر اساس معاهدات ۱۹۲۱ و ۱۹۴۰ میان ایران و اتحاد جماهیر شوروی، رژیم حقوقی دریای کاسپین بر پایه حقوق مشترک طرفین و اصل توافق و منافع مشترک شکل گرفته بود.
پس از فروپاشی اتحاد جماهیر شوروی، کشورهای تازهاستقلالیافته در «اعلامیه آلماتی» (دسامبر ۱۹۹۱) بر پایبندی به معاهدات شوروی سابق و تضمین اجرای تعهدات بینالمللی ناشی از قراردادها و پیمانهای آن توسط دولتهای جانشین تأکید کردند.
بر همین اساس، هرگونه تغییر اساسی در وضعیت حقوقی این پهنه آبی راهبردی باید با توافق مشترک همه کشورهای ساحلی و با رعایت کامل حقوق ایران انجام شود.
با این حال، کنوانسیون آکتائو امکان انعقاد توافقهای دوجانبه و چندجانبه میان کشورهای ساحلی درباره بخشهایی از بستر و زیربستر دریای کاسپین را پیشبینی کرده است؛ بخشهایی که قبلاً بخشی از پهنه آبی مشترک ایران و اتحاد جماهیر شوروی محسوب میشدند.
این بدعتی خطرناک است که با دور زدن اصل اجماع همه کشورهای ساحلی، عملاً جایگاه تاریخی ایران را تضعیف میکند و نقش کشور را در تعیین سرنوشت دریای کاسپین کاهش میدهد.
از زمان امضای کنوانسیون آکتائو در سال ۲۰۱۸، بارها هشدار دادهام که «پاسداری از منافع ملی از موضع ضعف ممکن نیست». همان زمان نیز تأکید کردم که فرقه تبهکار جمهوری اسلامی، منافع ملت ایران و میهن را قربانی بقای خود میکند و در سیاست خارجی، از موضع ضعف به باجدهیهای پیدرپی تن میدهد.
موضع من درباره روند کنونی همان است. تلاش جمهوری اسلامی برای تصویب این کنوانسیون را اقدامی مغایر با منافع ملی ایران میدانم.
هیچ تصمیمی درباره منابع، مرزها و حقوق ایران در این پهنه آبی، بدون رضایت و مشارکت واقعی ملت ایران، از مشروعیت برخوردار نخواهد بود. حقوق ایران در دریای کاسپین قابل معامله یا چشمپوشی نیست. هرگونه اقدام در جهت تضییع این حقوق، در حافظه تاریخی ملت ایران ثبت و تصمیمگیرندگان در برابر ملت ایران پاسخگو و بازخواست خواهند شد.

Iran's Rights in the Caspian Sea Are Not Negotiable.
The Islamic Republic, amid profound structural weakness and a deep crisis of legitimacy, is seeking to advance and implement the Convention on the Legal Status of the Caspian Sea (the Aktau Convention). This effort, undertaken without the mandate of the Iranian people and without a clear and comprehensive guarantee of Iran's historic rights, is deeply concerning and constitutes a serious threat to Iran's national interests.
Under the 1921 and 1940 treaties between Iran and the Soviet Union, the legal regime governing the Caspian Sea was founded on the parties' shared rights and the principles of mutual agreement and common interests.
Following the dissolution of the Soviet Union, the newly independent states reaffirmed, in the Alma-Ata Declaration (December 1991), their commitment to the treaties of the former Soviet Union and to fulfilling the international obligations arising from those agreements through the successor states.
Accordingly, any fundamental change to the legal status of this strategically vital body of water must be made with the agreement of all littoral states and with full respect for Iran's rights.
However, the Aktau Convention provides for the conclusion of bilateral and multilateral agreements among the littoral states concerning portions of the seabed and subsoil of the Caspian Sea, areas that were previously part of the shared waters of Iran and the Soviet Union.
This sets a dangerous precedent. By circumventing the principle of consensus among all littoral states, it effectively weakens Iran's historic position and diminishes the country's role in determining the future legal status of the Caspian Sea.
Since the signing of the Aktau Convention in 2018, I have repeatedly warned that "national interests cannot be safeguarded from a position of weakness." At the time, I also stressed that the criminal clique ruling the Islamic Republic sacrifices the interests of the Iranian nation and homeland for its own survival, and that its foreign policy repeatedly resorts to concessions and appeasement from a position of weakness.
My position on the current process remains unchanged. I consider the Islamic Republic's attempt to ratify this convention to be contrary to Iran's national interests.
No decision concerning Iran's resources, borders, or sovereign rights in this strategic body of water can possess legitimacy without the genuine participation and consent of the Iranian people. Iran's rights in the Caspian Sea are not negotiable, nor can they be relinquished. Any action that undermines these rights will be recorded in the historical memory of the Iranian nation, and those responsible will ultimately be held accountable by the people of Iran.
Thank you, @SecScottBessent. This is the right approach and reflects maximum support for the people of Iran. The United States should continue its maximum pressure policy against the Islamic Republic. The regime has not changed, and as Prince Reza Pahlavi has repeatedly said, as long as this regime remains in power, it will continue to wage war and sponsor terrorism.
Six months ago, tonight, Tehran went dark. All of Iran went dark. And into that darkness, millions of Iranians walked out of their homes anyway.
January 8th and 9th were not just two nights of protest. They were the night Iran's silence broke. Millions came into the streets, into the squares, onto their rooftops — but the regime answered them with bullets. Tens of thousands of my compatriots were killed in those forty-eight hours. Tens of thousands more have been arrested, tortured, and sentenced to die since.
They came out, determined and brave. I think of them every day. On those two nights I lost countrymen I will never get to meet. I do not hear a statistic when I hear the number 40,000. I see a son who did not come home to his mother. A daughter who will not sit at her family's table again. I think of each of them the way I would think of my own child, my own brother, my own sister. I carry the weight of every one of those names. But the families of the fallen I meet with, week after week, hearten our nation's will to carry on. Their children did not die in vain. They died for freedom, and they died with pride.
History will remember what these men and women did; I will make sure of it. Like the resistance who stood against tyranny in occupied Europe, and like the revolutionaries who fought for liberty in America. But theirs was a particular bravery. They had no army, no air cover, nothing but the belief in what they stood for. They stood anyway. A united nation choosing to face the guns together rather than live one more day in fear. The men and women of the 8th and 9th of January will be remembered in Iran's history as the greatest generation that preferred to die free and standing than to live cowered on their knees.
To the international community, I ask this: do not let a negotiating table in Geneva or Islamabad erase what happened in the streets of Tehran, Mashhad, and Kermanshah. They died for freedom. And when they are free, the Strait of Hormuz will open. The nuclear threat will end. And we will have true peace.
I have told my compatriots: what you did on January 8th and 9th cannot be undone. Together, we will reclaim our country’s rightful place in the world, our national dignity, and honor the lives of our heroes. Now is the time to reassess, regroup, and rededicate ourselves to victory.
We honor the fallen by finishing what they started. A free Iran is no longer a matter of hope. It is a matter of fact.
And know that my brave compatriots are not just fighting for their own liberation but for the peace and stability of the world.
شش ماه پیش، در چنین شبی، تهران در تاریکی فرو رفت. سراسر ایران در تاریکی فرو رفت. اما حتی آن تاریکی نیز نتوانست میلیونها ایرانی را در خانههایشان نگه دارد.
۱۸ و ۱۹ دیماه تنها دو شب برای اعتراض نبود. شبهایی بودند که سکوت ایران شکست. میلیونها نفر به خیابانها آمدند، میدانها را پر کردند و بر بام خانههایشان ایستادند، اما رژیم با گلوله به آنان پاسخ داد. در آن چهلوهشت ساعت، دهها هزار تن از هممیهنانم جان خود را از دست دادند. از آن روز تا این لحظه نیز دهها هزار نفر دیگر بازداشت، شکنجه یا به مرگ محکوم شدهاند.
آنان مصمم و با شهامت به خیابان آمدند. من هر روز به آنان میاندیشم. در آن دو شب، هممیهنانی را از دست دادم که هرگز فرصت دیدارشان را نخواهم یافت. برای من عدد ۴۰ هزار هرگز یک آمار نیست. هر بار که آن را میشنوم پسری را میبینم که دیگر هرگز به آغوش مادرش بازنگشت. دختری را میبینم که همیشه جای او بر سر سفره خانوادهاش خالی خواهد ماند. هر یک از آنان را چون فرزند، برادر یا خواهر خود میدانم و سنگینی بار نام تکتک آنان را بر دوش خود احساس میکنم. اما هر هفته که با خانوادههای جانباختگان دیدار میکنم، اراده ملتم برای ادامه این راه استوارتر میشود. فرزندان آنان بیهوده جان ندادند. آنان برای آزادی جان دادند، و با سربلندی جان دادند.
تاریخ فداکاری این زنان و مردان را از یاد نخواهد برد، و من نیز نخواهم گذاشت نام و راه آنان فراموش شود. همانگونه که مقاومتگران اروپای اشغالشده در برابر استبداد ایستادند و همانگونه که انقلابیون آمریکا برای آزادی جنگیدند، فرزندان ایران نیز ایستادگی کردند. اما شجاعت آنان، ویژگی دیگری داشت. آنان نه ارتشی داشتند، نه پشتیبانی هوایی، و نه هیچ پشتوانهای جز باور به آرمانی که برای آن برخاسته بودند. با اینهمه، ایستادند. ملتی یکپارچه تصمیم گرفت در کنار یکدیگر در برابر گلولهها بایستد، نه آنکه حتی یک روز دیگر در ترس زندگی کند. مردان و زنان ۱۸ و ۱۹ دیماه در تاریخ ایران بهعنوان نسلی جاودانه خواهند ماند که مرگِ آزاد و سرافراز را بر زندگیِ در زنجیر و زانوزده ترجیح داد.
من تنها این را به جامعه جهانی میگویم: اجازه ندهید آنچه در اتاقهای مذاکره در ژنو یا اسلامآباد رقم میخورد، حقیقت آنچه را در خیابانهای تهران، مشهد و کرمانشاه رخ داد، به فراموشی بسپارد. آنان برای آزادی جان دادند و با آزادی ایران، تنگه هرمز گشوده خواهد شد، تهدید هستهای پایان خواهد یافت و ما به صلح واقعی دست خواهیم یافت.
به هممیهنانم گفتهام آنچه شما در ۱۸ و ۱۹ دیماه آغاز کردید، مسیری بازگشتناپذیر است. ما با هم جایگاه شایسته کشورمان در جهان را بازپس خواهیم گرفت، عزت ملی خود را احیا خواهیم کرد و یاد قهرمانانمان را با ساختن ایرانی آزاد زنده نگه خواهیم داشت. اکنون زمان آن است که درنگ کنیم، دوباره نیرو بگیریم، و بار دیگر خود را وقف پیروزی کنیم.
ما یاد جانباختگان را با به پایان رساندن راهی که آغاز کردند گرامی میداریم. ایران آزاد دیگر یک امید نیست. یک قطعیت است.
و جهان باید بداند که هممیهنان دلیر من تنها برای آزادی خود نمیجنگند، آنان برای صلح و ثبات جهان نیز مبارزه میکنند.

جمهوری اسلامی میکوشد صدای واقعی مردم ایران را در میان هیاهوی مراسم حکومتی برای یک جنایتکار بالفطره و یکی از منفورترین حاکمان تاریخ ایران پنهان کند. رژیمی فرسوده، پوسیده و رو به زوال، با نمایشهای ساختگی، تبلیغات دروغین و هزینههای هنگفتی که از جیب مردم ایران غارت میشود، تلاش دارد تصویری جعلی از مشروعیت برای خود بسازد.
اما حقیقت ایران جای دیگری ایستاده است؛ در کنار نام و یاد فرزندان دلاوری که با آگاهی، رشادت و فداکاری، در یکی از حساسترین لحظات تاریخ این سرزمین، جان خود را در راه آزادی ایران فدا کردند.
بیش از ۴۰ هزار جاویدنام دیماه، با آگاهی از خطرهای پیش رو، قدم در این مسیر گذاشتند. آنان میدانستند شاید دیگر هرگز به خانه بازنگردند، اما در لحظهای که ایران به آنان نیاز داشت، ایستادند. آنان بر خلاف مزدوران ضحاک، برای وعدههای ناچیز و منافع شخصی به میدان نیامده بودند. آنها، شکوهمند، برای بازپسگیری ایران و هویت ملیمان برخاستند. آنان که از جنس زندگی، باور و نور بودند، در برابر تاریکی ایستادند تا نام ایران زنده بماند؛ و نامشان برای همیشه در تاریخ سرزمین ما ماندگار شد. آنان نشان دادند که عشق به میهن، از ترس مرگ نیرومندتر است.
امروز شش ماه از آن روزها گذشته است، اما برای خانوادههای شریف جاویدنامان، زمان همچنان در همان شبهای دشوار متوقف مانده است؛ خانوادههایی که عزیز و گاه تنها نانآور خود را از دست دادهاند؛ پدران و مادرانی که هر صبح با جای خالی فرزندشان چشم میگشایند؛ همسران، خواهران و برادرانی که در کنار رنج سوگ، فشار تهدید و سرکوب را نیز تحمل میکنند.
این خانوادهها تنها صاحبان یک داغ نیستند؛ آنها نگهبان و امانتدار یاد و فداکاری دلیرترین فرزندان ایران هستند. مسئولیت همه ماست که اجازه ندهیم این بار سنگین را به تنهایی بر دوش بکشند. وظیفه ملی و میهنی ماست که بیش از پیش پشتیبانشان باشیم؛ به دیدارشان برویم، صدای آنان را بازتاب دهیم، یاد عزیزانشان را زنده نگه داریم و در حد توان خود، نگذاریم فشارهای روحی، تهدیدها و دشواریهای مالی، آنان را به سکوت و فراموشی وادار کند.
تاریخ بارها نشان داده است که هیچ قدرتی نمیتواند اراده ملتی متحد را که برای رهایی و ساختن آیندهای بهتر برخاسته است، برای همیشه خاموش کند. راهی که با فداکاری فرزندان جاویدنام ایران روشن شده است، ادامه خواهد یافت؛ تا روزی که ایران به آزادی، دولت ملی و آیندهای شایسته ملت بزرگ ما دست یابد.

What you see today is not a nation in grief for its ruler. It is a nation filled with righteous anger, and that anger and heroic bravery will bring down what remains of this criminal regime.

They will gather to show the world the true face of Iran and to honour the eternal memory of the fallen heroes of Iran’s Lion and Sun Revolution, six months after their massacre. A massacre
that murdered over 40,000 over two days, a shocking 14 Iranian’s a minute.
This campaign will begin on July 4, alongside Independence Day in the United States, with gatherings outside U.S. embassies in capitals around the world.
Our message to the American people and the U.S. government is clear: stand with the Iranian people. Do not deal with terrorists. Choose the people of Iran.
Two hundred and fifty years ago, America chose freedom. Today, the people of Iran are fighting for that same freedom.
Any deal with the criminal Islamic Republic stands in direct contradiction to the ideals and values of the United States and the free world.
Our compatriots inside Iran can also take part, while protecting their safety and keeping their identities hidden, by recording videos at the graves of our fallen heroes, writing messages on walls, and using other creative methods to send similar messages to the American people and government.

As it signs a Memorandum of Understanding for “peace”, the Islamic Republic just executed two more protesters from January 8th and 9th.
This is the consequence of making a deal with this criminal regime. To do a deal with a regime that murdered more than 40,000 protestors in two days in January is morally wrong and strategically misguided.
Dealing with this regime will fail and we will all face the consequences. The regime’s 47-year war against the Iranian people continues. Just as it has never made peace with its own citizens, it will never truly make peace with the world.
The international community should back the people of Iran’s fight for freedom. Put them center in any negotiations and in their Iran policy. But let me be clear - with or without international support - this regime will fall. The people of Iran will liberate themselves from tyranny.
Deterrence may delay the Islamic Republic, but it cannot change its foundation. The West must confront the regime and stand with Iranians.
