NEW: Russian President Vladimir Putin rejected Ukrainian President Volodymyr Zelensky’s offer to negotiate an end to the war and reiterated the Kremlin’s commitment to fulfilling its war goals. Putin also reiterated his belief that Russian forces’ military victory is inevitable, despite available data indicating otherwise.
Other Key Takeaways:
Putin’s claims about the battlefield are incompatible with available evidence and suggest that the Russian military command is not providing Putin accurate intelligence about the reality of Russian battlefield performance. Russian advances have largely stagnated while Ukrainian forces have achieved some tactical successes in 2026.
Russian officials, including Putin, are again leaning on the lack of clear information about the August 2025 Alaska Summit to falsely portray Russia as willing to negotiate with Ukraine.
Putin also used his SPIEF remarks to posture economic strength, ignoring Russia’s economic realities from over four years of war.
Ukrainian forces are expanding their battlefield air interdiction (BAI) campaign to strike Russian naval vessels and railway infrastructure in occupied southern Ukraine and in the Sea of Azov.
Romanian and Ukrainian authorities reported that Russian electronic warfare (EW) systems caused a Ukrainian unmanned surface vehicle (USV) to enter Romanian territorial waters at the Port of Constanta on June 5.
Ukrainian forces recently advanced in the Pokrovsk direction. Russian forces recently advanced in the Kostyantynivka-Druzhkivka tactical area.
Ukrainian forces continue strikes against Russian military assets in border regions. Russian forces launched two cruise missiles and 216 drones toward Ukraine overnight.
❝Russia is terrorising the population. Our resolve in defending ourselves and continuing to support Ukraine in the face of this threat is unshaken.❞

Russia’s hypocritical claims that it targets military objectives ring hollow.
It has struck WFP &UNHCR warehouses in Dnipro, killing humanitarian workers & destroying supplies for people on the frontline. Attacks against humanitarian personnel/civilians/infrastructure must stop!
Today, we sanctioned extremist settlers in the West Bank for their violations of human rights. They undermine the two-state solution, a prospect that is increasingly under threat.
We defend international law.
We act for peace.
We support the two-state solution.

The sanctioned individuals influence Hamas’ military wing. They bear responsibility for its violent actions.
Hamas’ disarmament is essential to set Gaza on a path towards peace.

🇷🇴 Full solidarity with Romania. Belgium condemns the crash of a Russian explosive drone into a residential building in Galați, injuring civilians and forcing evacuations. This is unacceptable and irresponsible.
A weapon of war hitting an apartment building in an EU member state and NATO ally is a dangerous escalation that concerns us all. We fully support Romania’s diplomatic response and its call to accelerate anti-drone capabilities along the eastern flank.
Belgian soldiers serve in Romania today, at Cincu, as part of NATO’s Forward Land Forces Battle Group. Allied security is indivisible.
Russia must stop its aggression against Ukraine. That is the only way to ensure that no more drones or missiles endanger the lives of Europeans, whether in Kyiv or in Galați.

As of this May, 20,570 cases of the deportation and forced transfer of Ukrainian children have been officially confirmed. This is only the number of verified profiles.
On this International Missing Children’s Day, it is important to remember every Ukrainian child unlawfully held by Russia. Russia refuses to provide any official statistics, blocks international monitoring, and ignores requests from humanitarian organizations and UN bodies.
Illegally transferred Ukrainian children are subjected to systematic attempts to erase their identity, indoctrinate them with Russian propaganda, impose Russian citizenship, alter their personal data, and other genocidal practices carried out by Russia.
Every Ukrainian child must return home. We are grateful to all partners helping us in this effort.

The true cost of sanctions on Russia:
- Plummeting oil and gas revenues
- Punishingly expensive borrowing
- Loss of key markets
It's becoming increasingly difficult for the Kremlin to finance the war against Ukraine. Staying the course delivers results. Sanctions work.
Today’s Russian papers publish Moscow’s threat to launch a new wave of “systematic strikes” on Kyiv. But one paper reports on a “split [inside Russia] between those in favour of continuing the special military operation and those who believe it’s time to end it…” #ReadingRussia
The Council has extended until 28 May 2027 the EU sanctions against Russia in response to:
🚫 serious human rights violations or abuses
🚫 the repression of civil society and democratic opposition
🚫 the undermining of democracy and the rule of law

Russia’s massive attack on Ukraine last night shows the Kremlin’s brutality and disregard for both human life and peace negotiations.
Terror against civilians is not strength. It's despair.
We stand firmly with Ukraine, with further support on the way to reinforce its air defence systems.
Today’s Russian papers lead with the strike on the student dorm in Starobilsk. Also today, one newspaper suggests that through Russian history “major geopolitical losses were sometimes more useful than brilliant victories.” #ReadingRussia
