History has shown us time and again that reacting only after an outbreak begins is a losing strategy. True health security requires moving away from "disaster diplomacy" and instead embedding real-time surveillance, transparent data systems, and equitable resource pathways into our everyday infrastructure before the next crisis hits.
If international organizations, partners and national governments continue to let urgency fade into bureaucracy and normalization, we are simply waiting to repeat the same devastating mistakes.
Preparedness cannot just exist on paper; it requires active, sustained investment in local healthcare systems, robust surveillance, targeted and coordinated community engagement and global solidarity. #WHS2026 #HealthAgenda #PPPR

Ethiopia is proud to host the Africa Centres for Disease Control and Prevention (Africa CDC), a specialized public health agency of the African Union. Its laboratory and research capabilities play a crucial role in disease prevention and in coordinating responses to epidemics and pandemics. This also presents a valuable opportunity for our health sector professionals to engage in continental research efforts and utilize its advanced laboratory facilities.
For member states, it is incumbent upon us to strengthen this institution in collaboration with partners. Therefore, I call upon fellow African leaders to join efforts in establishing our continental public health agency as a premier institution, fully committed to advancing health across the continent.
