Dr. Tagwirei has built Sakunda from the ground up. He knows fuel, farming, mining, and finance. He knows what keeps businesses alive and what kills them. Now, that knowledge is sitting right where it matters most in the chamber where laws are made.

In the past few days, there has been a lot of brouhaha about Permanent Secretary @GGuvamatanga … Some folks were saying his Dairy Farm is just a “taxpayers funded” thing….
Well, obviously the farm is benefiting from the FLOURISHING economy under President @edmnangagwa … As Zimbabweans get richer & richer, they are consuming more & more milk products.
The farm started in 2017, way before Guvamatanga joined govt… President Mnangagwa was not president at the time.
And the farm doesn’t supply products to govt, they sell the milk to a private company (Dairibord).

Sir George Guvamatanga is Zimbabwe's Permanent Secretary for Finance and Economic Development, a career banker with over three decades of experience.
Born in 1971 in Kambuzuma, Harare, he began his career as a lab technician at Olivine in 1989 before joining Barclays Bank just before his 18th birthday. He steadily rose through the ranks over 28 years of dedicated service, becoming Managing Director and CEO in January 2008 and also serving as President of the Bankers Association of Zimbabwe.
His commitment to professional development includes a diploma from the Institute of Bankers of Zimbabwe (1995), an Executive Development Programme with the University of Chicago, and an MBA from the University of London (2010).
Before joining government in September 2018, he built a business empire spanning real estate, insurance, retail, distribution, and farming including his wife’s successful dairy farm in Chivhu that has grown substantially over the years.
His private sector expertise was recognised with his appointment to the board of the Eastern and Southern African Trade and Development Bank Group (TDB Group) in November 2021. He also serves as an ex-officio member of the ZIMRA Board✅
Sir Guvamatanga stated that he joined public service because he felt his experience could help improve government operations, bringing his private sector expertise to bear on national financial management.
As the Permanent Secretary for Finance, Economic Development, and Investment Promotion, Sir George Guvamatanga has been a key technocrat driving the fiscal and economic policies aimed at realising President Mnangagwa's Vision 2030 of transforming Zimbabwe into an upper-middle-income society. His contributions are centered on restoring macroeconomic stability, re-engaging with international financial institutions, and promoting industrial growth.
· Macro-Economic & Fiscal Stability: Spearheaded policies to achieve single-digit inflation by 2026 and targeted economic growth of around 6.6%. Reduced government spending on salaries from 96% to 50% of tax income and noted a shift toward locally manufactured goods.
· International Re-engagement & Debt Resolution: Leading the Arrears Clearance and Debt Resolution Process to secure affordable financing for Vision 2030 projects. This includes progressing an IMF Staff Monitored Programme (SMP) and engaging with the World Bank and other financiers.
· Investment & Industrialization: Managing the "Zimbabwe is open for business" drive to attract Foreign Direct Investment (FDI). Championing a structural shift toward industrialization and value addition (e.g., steel, lithium) and pushing for increased power generation and a functional rail network.
· Public Sector & Institutional Reforms: Advocating for the Tripartite Institutional Arrangement to coordinate government priorities and reduce duplication. Spearheaded Performance Contracts for senior officials to accelerate delivery toward the 2030 targets.
