The evidence suggests that John Swinney is no fan of local government.

EXHIBIT 1 - Minutes of one of his first ever cabinet meetings in October 2007 when he was setting out the terms of a proposed concordat with local government. Part of the function of this was to force councils to set their council tax at the level that Scottish Government wanted (a freeze). In the paper, Swinney set sout the threat he was prepared to deploy if COSLA did not comply - to remove education from local government competency. 1/2

Just your regular reminder that Scotland had the most concentrated pattern of “local” “government” anywhere in Europe. It abolished the equivalent of French, German, or Norwegian communes in 1930 and 1974.

Local communities have NO political power over their own affairs despite the people of eg Cupar being best placed to make decisions about Cupar.
