Ich finde Österreich hat die EU Regeln dazu gut umgesetzt, seit Jahren. Gestaffelte Netzentgelte runter bis 0%. Lässt sich bei smart meter und 15 min Erfassung von Leistung und Verbrauch über den Stromlieferant abrechnen.
