If we're playing yugioh and my deck has the 5 pieces of exodia in it, there's a chance that I draw the 5 pieces on my first turn hence immediately winning the game. It doesn't matter how good your deck, I won by pure luck.

Show me the law that states that even though you are shuffling a deck of cards, hence fundamentally adding chance, that that form of adding chance does not then qualify the game for being a game of chance.

In every way the word chance is understood in the english language it applies here. Ex: If there are 10 cards in your draw deck what is the chance of drawing one specific card?

When a pokemon game starts are the decks both players drawing from shuffled or can you place the cards in any order you want such that you draw them in a specific order determined before the game actually starts.
