I can agree somewhat with your theory but it’s also important to note that the more northerly parts of Europe don’t suffer heat like many places in the USA and can get by without AC. Enduring an unusually hot couple of days or a week at a time is not so bad in short spurts. Electricity is also very expensive in Europe which serves as a deterrent to having it in most households. I can’t speak for the southern hotter climates of Europe.
