The Late Taxi Tycoon Jothan ‘King Mswazi’ Msibi’s Farm Was Taxi Industry’s ‘Operational and Political Command Centre’, Madlanga Commission Hears

The late taxi tycoon Jothan “King Mswazi” Msibi’s farm operated as far more than a residential property, functioning instead as a highly organized operational and political command centre where underworld decisions and taxi industry activities were systematically coordinated.

This explosive claim was made at the Madlanga Commission of Inquiry on Friday by prominent Mpumalanga businessman and taxi owner Joe "Ferrari" Sibanyoni.

Testifying about the deeply entrenched networks and power structures driving taxi violence, Sibanyoni further asserted that Msibi wielded immense behind-the-scenes influence, describing him as the “real president” during the presidential administrations of both Jacob Zuma and Cyril Ramaphosa.

Sibanyoni, a staunch believer in Jesus Christ who noted that he has survived two separate assassination attempts in 2006 and 2022, detailed a lucrative, illicit financial network operating within taxi associations.

Narrating the historical findings of the Shongwe Commission—which established that roughly 100,000 legal and illegal taxis populate South African roads—Sibanyoni exposed the existence of unmonitored "bucket money".

According to Sibanyoni, this unaccounted-for cash pool is directly managed by associations to fund territorial route disputes.

He testified that the "bucket money" is primarily used to hire "Izinkabi" (hitmen) from KwaZulu-Natal to eliminate competition.

Despite association leadership outwardly preaching regional peace since 2020, Sibanyoni indicated that the violent undercurrents remained heavily coordinated.

The Commission heard how Sibanyoni attempted to sound the alarm on the cartel's operations years prior.

In 2022, he dispatched a WhatsApp message to then-Police Minister Bheki Cele, pleading for an intervention.

The text explicitly detailed how Msibi’s Hammanskraal farm hosted a criminal syndicate that enjoyed backing from top-ranking police officers, which in turn derailed municipal service delivery across Tshwane.

Cele allegedly ignored the desperate plea.

Sibanyoni subsequently escalated the matter to then-Transport Minister Sindisiwe Chikunga, who was willing to listen and provide assistance.

However, retaliation was swift; three months after reporting the syndicate's activities, Sibanyoni survived a high-caliber ambush where gunmen shot up his vehicle.

The economic stranglehold of the cartel also severely impacted Sibanyoni's business.

During the COVID-19 pandemic and its aftermath, the Msibi cartel barred his fleet from operating between 2020 and 2024.

Upon his attempted return to the routes, only four of his 20 taxis were permitted to operate, forcing him to secure a High Court order to fully reinstate his fleet.

Paradoxically, Sibanyoni remarked that the lockdowns provided a safety buffer, allowing him to stay far away from Msibi's Hammanskraal estate out of fear for his life.

By 2022, the farm's alleged criminal footprint grew to include other notorious underworld figures.

Sibanyoni testified that he discovered Katiso Molefe was running a drug distribution network directly from the property, while Vusimuzi “Cat” Matlala’s outfit provided specialized security.

This convergence of figures, Sibanyoni noted, finally clarified why he had been targeted for assassination by Matlala.Sibanyoni concluded his testimony by lauding KwaZulu-Natal Police Commissioner, Lieutenant-General Nhlanhla Mkhwanazi.

He praised Mkhwanazi as a rare, attentive official who met with him twice following Msibi’s death in 2024, attributing the recent decline in regional taxi hits to Mkhwanazi’s decisive policing strategy.

The Madlanga Commission continues to probe the systemic corruption and violence anchoring the multi-billion-rand transport sector.

Chikunga responds to testimony before Madlanga Commission:

Minister Sindisiwe Chikunga has moved to clarify what she describes as inaccuracies in testimony given by Joe Sibanyoni before the Madlanga Commission on Friday, 28 August 2026.

Chikunga says she met Sibanyoni only once during her tenure as Minister of Transport.

According to her statement, the meeting was requested by Sibanyoni and related specifically to an operational grievance concerning the non-operation of his taxis.

He was accompanied by the CEO of one of the road entities.

She says the discussion was confined to that particular operational issue and that there were no other meetings,
discussions, telephone calls or communications between herself and Sibanyoni, either before or after the meeting.

Chikunga also categorically denies that she discussed with Sibanyoni any alleged divided loyalties within the Department of Transport.

She further says she has no knowledge of the alleged private individual operating from a farm outside Pretoria, which was raised in Sibanyoni’s testimony.

The Minister stresses that she did not make any such statement to Sibanyoni or anyone else and says it would therefore be incorrect to attribute broader knowledge or conversations to her based on their single meeting.

Chikunga says she respects the Madlanga Commission and its mandate to establish the truth, but believes the factual record must be protected from inaccuracies, conflation or statements that could create an impression unsupported by evidence.

She says she has nothing to conceal about her interaction with Sibanyoni and has chosen to correct the record “directly and unequivocally.”

Her position is that the facts are straightforward: there was one meeting, it was requested by Sibanyoni, and it dealt with an operational grievance involving his taxis.

The other matters attributed to her, she says, were neither discussed with her nor known to her.

Chikunga says she remains committed to the integrity of public institutions and to ensuring that the Commission’s work results in a fair, credible and evidence-based determination of the truth.

Justice Mbuyiseli Madlanga found Shaun Abrahams appointment as National Director of Public Prosecutions unconstitutional and invalid in a landmark Constitutional Court judgment on 13 August 2018.

Madlanga held that former President Jacob Zuma use of a R17.3 million golden handshake to force out Abrahams predecessor Mxolisi Nxasana was a serious abuse of power. He observed that Zuma was determined to remove Mr Nxasana by any means available. Because Nxasana removal was unlawful, no legal vacancy existed for Abrahams to fill.

Madlanga ruled that leaving Abrahams in office would not be just or equitable since he was the direct beneficiary of that abuse of power. The court set aside Nxasana removal and ordered him to repay the R17.3 million, yet Madlanga decided Nxasana could not return as head of the NPA.

Reinstating him would not fix the deep instability and conflict inside the prosecutions office. The ruling gave President Cyril Ramaphosa 90 days to address NPA leadership and appoint a new permanent NDPP.

SARS INTERCEPTS MORE THAN 333KG OF COCAINE AT ORTIA ON A FLIGHT ARRIVING FROM BRAZIL

Details:

The South African Revenue Service (SARS), through its Customs and Excise division, today intercepted more than 333kg of cocaine during a targeted enforcement operation conducted at OR Tambo International Airport (ORTIA) on a flight arriving from Sao Paulo, Brazil. The cocaine has an estimated street value of R167 million.

The operation was executed simultaneously across three critical points of entry processing, namely aircraft baggage off-loading, passenger arrivals baggage screening, and cargo inspections. The coordinated intervention forms part of SARS’ intensified efforts to combat the illicit movement of narcotics and other prohibited goods through South Africa’s ports of entry.

During baggage screening in the international arrivals hall, Customs officials identified two pieces of luggage containing cocaine. A total of 75 bricks, weighing 83.10kg, were found inside the suitcases. The matter was immediately referred to the South African Police Service (SAPS) for further investigation and forensic processing in line with their mandate.

In a separate development, SARS’ narcotics detector dog, Lagertha, reacted positively to four boxes of unmanifested cargo that had been off-loaded from the same flight. The cargo was found to contain 250kg of cocaine. SAPS forensic specialists were called to the scene to secure and process the evidence. The cocaine discovered in both the passenger baggage and cargo consignments carried similar “Air” branding.

SARS Commissioner Dr Johnstone Makhubu says these latest interceptions highlight the effectiveness of SARS’ integrated enforcement model, which combines intelligence gathering, advanced data analytics, risk profiling, technology, and the vigilance of Customs officials deployed across South Africa’s borders.

“This operation demonstrates that SARS is steadily strengthening its capability to detect and disrupt sophisticated smuggling syndicates. The success of today’s enforcement action is the result of intelligence-led operations, the effective use of data and risk analysis, and the unwavering vigilance and diligence of our Customs officers who work around the clock to protect South Africa’s borders and economy.”

“The coordinated interception of cocaine from both passenger baggage and unmanifested cargo on the same flight reflects the value of integrated enforcement. Every successful seizure helps protect communities from the devastating impact of drug trafficking and reinforces the integrity of legitimate trade.
