Full employment is not that low because there will always be friction, retirements, illness, etc. If unemployment is that low, it puts wages in an endless upward spiral which partly why Russia has runaway inflation.

It wound up costing them Syria. That will likely cost them heavily in Africa as Syria was crucial to their logistics chain.
