At the policy level, we will institutionalize these learnings and work to remove binding constraints, strengthen regulation, and improve access to markets. We must proactively build resilience and avoid reacting only to crises.

Key challenges in linking credit to employment and ensuring equitable access:
- Only 19% of MSE owners agreed that loans contributed to hiring decisions (44% disagreed).
- 85% cited high interest rates; 42% lacked collateral; 27% faced complex application processes.
- 52% reported digital adoption barriers, including poor connectivity and limited skills.
- Refugee and PWD‑led enterprises started from lower profit baselines and expressed lower satisfaction with loan features.
