Before ballots arrive, Hawaiʻi deserves to hear from both of us.
Josh Green has governed by emergency proclamation since January 2023.
Under HRS 127A a proclamation lasts about 60 days. When his expire, He just reissues it.
Homelessness is on its 25th. Affordable housing is on its 21st. The Maui wildfire chain is on its 32nd, three years after the fire. Axis deer is on its 29th. The March Kona low is on its 10th. The current homelessness and housing proclamations were signed September 8 and run through November 7, past Election Day.
Emergency Proclamations turn off the procurement guardrails. Chapter 103D, the procurement code: bid the work, sign the contract first, check the invoice.
Anne Lopez signs the proclamation. Contracts made under it stay in force after the 60 days end. So the waiver does not lapse. He just restarts it.
If we use his signature program as the test: Kauhale, the homeless villages, was built under that homelessness proclamation utilizing a no-bid contract.
The Legislature ordered an audit. Report 26-11, out 7 Oct, said the office was “not prepared to run it and did not protect public funds.”
More than $13.7 million was unauthorized, unsupported, or questionable.
A $2.5 million advance the contract did not authorize.
Six of nine HomeAid contracts signed after the work period had already started.
A Las Vegas hotel “intimacy kit” billed to the program, contents confirmed by the resort, later repaid and called a mistake. (Josh appointed him, by the way)
That is Josh’s signature program, riddled with questions, under the tool he is still renewing.
The same waiver is open on the wildfire contracts, the Kona low, the earthquake, the cyclones, the deer, and the anemone.
Those files have not been audited. The one program that was audited came back with $13M questions

Here’s the record that critics use:
She pledged no corporate PAC money. Civil Beat says she kept that pledge, and still takes checks from lobbyists, CEOs, contractors, and labor PACs.
OpenSecrets, 2023–24: Matson was her top contributor at $22,300, almost all from employees. In 2022, Matson executives and employees, including CEO Matthew Cox, gave about $23,000. Lobbyist Jennifer Sabas, whose firm Kaimana Hila was a Tokuda client in 2015, also gave. At the Oct. 7, 2026 forum she defended the Jones Act. Brenton Awa tied that to maritime-union endorsements. She said she is proud of them.
Monsanto is the other one. In March 2015, as Senate Ways and Means chair, she killed SB 801 with no hearing. That bill would have set pesticide spray buffer zones around schools. Supporters waited outside her office. She told them she had “very strong reservations” and cited the Department of Agriculture’s ability to enforce it. She had asked that the bill be sent to her committee, then refused to hear it. A disclosure bill moved. The buffer bill did not.
In the 2022 primary, Mainstream Democrats, a mainland super PAC, sent mail saying she took thousands of dollars from Monsanto, then spiked that school buffer bill. Civil Beat reported the ads. A public itemized total for those Monsanto checks is not in the coverage. The sequence critics use is the money, then the killed hearing.
Centuries before Columbus sailed, genetic evidence shows that Polynesian voyagers and Native Americans met and had children around AD 1200, a contact that historians had argued over for decades and that a genome study later treated as a single ancient event [1].
Alexander G. Ioannidis and colleagues compared shared DNA segments in 807 modern people from 17 Polynesian islands and 15 Indigenous groups of the Americas. The Native American ancestry in the Polynesian genomes matched most closely with the Zenú of present-day Colombia, which the authors use as the source population for that Pacific contact. The same analysis leaves open which way the voyage ran, so the data do not decide whether Polynesians sailed east or people from Colombia sailed west across open ocean.
A separate line of evidence sits beside the genomes. Polynesians were growing the sweet potato, a crop native to the Americas, before European contact, and the old Polynesian word for it, kumala, is close to the South American name kumara. The paper places the genetic contact around 1200, before the settlement of Rapa Nui, and treats the shared DNA as the record of that meeting.

The deadliest famine in human history wasn't a natural disaster. It was engineered by a communist government.
In 1958, Mao Zedong launched the Great Leap Forward to turn communist China into an industrial giant overnight. Peasants were forced off their land and onto massive collective farms.
Private farming was banned.
To hit impossible steel quotas, villagers melted their own pots, tools and plows in backyard furnaces. The metal came out worthless. And grain rotted in the fields, because the farmers who should have been harvesting it were making steel instead.
Terrified to report failure, local officials sent Beijing wildly inflated harvest numbers. The state then seized grain based on those fake figures and left entire villages with nothing.
Even as people starved, the government kept exporting grain and refused foreign aid, in order to protect the image of the revolution. It blamed the deaths on bad weather.
When a top general warned Mao the policy was killing millions, Mao purged him and pushed harder still.
Estimates of the dead run from around 15 million to 45 million, and some historians go even higher. It remains the worst famine ever recorded.
Not drought. Not war. A communist government that starved its own people.
