To me it seems like a purely western, possibly international audience thing, because I don't think Japan would have no qualms with Yousuke's shenanigans.
Even if speculative collectors wanted to get the "first print" Japanese copies, they'd have to jump through many hoops to buy it, and at that point, it is so not worth it.
Do scalpers really want western localizations of Manga though?
Sure the idea of doing PSA grades and collecting Manga is stupid. I don't think this affects the average consumer as much as it should.

I fucking hate value based collectors and speculators so much. They ruin our hobbies and make it unaffordable for people.
