1/ Alan Milburn’s interim report on young people and work is a major intervention that should be welcomed, and he is right, this is a cause that moves beyond party politics.
Its diagnosis closely echoes arguments Policy Exchange has made across a series of recent reports: the UK’s welfare, skills and employment systems too often fail to move young people into participation.
11/ Young people need a welfare and skills system that expects, supports and enables participation.
That means earlier intervention, better incentives, stronger technical routes, and a renewed focus on work, training and contribution.
